mineral deposit of limestone used for construction purposes, coal, sand, gravel, <br />and quarry aggregate, for which extraction by an extractor is or will be <br />commercially feasible and regarding which it can be demonstrated by economic <br />or strategic value to the area, state, or nation. While this statute specifically <br />applies to counties with more than 65,000 inhabitants, the rationale applies to <br />Montrose County as well. General Goal #4 of the Uncompaghre Valley Master <br />Plan adopted June 28,1988 is to "Enhance economic well-being and oppommities <br />for local citizens by developing a sound economic base; encouraging <br />diversification of the local economy; and ensuring that growth and development <br />pay their own way. The Special use sought with this application allows for access <br />to construction materials vital to the public welfaze of Montrose County in a <br />location and by a process that minimized the negative impacts that maybe <br />associated with such operations. <br />f) This special use is planned for a parcel of agricultural land for which such uses <br />are considered extraordinary but not specifically prohibited. <br />g) The applicant has willingly forwarded to the County all pertinent technical <br />information and has paid all fees levied by the County for application processing <br />and review. <br />
