General Requirements for Special Uses <br />a) The use and its location are not specifically addressed in the Master Plan in effect <br />at the time of this application. We therefore request Special Use Permit based on <br />Montrose County Planning and Zoning criteria available at this time. <br />b) The documents presented with this application represent the complete picture of <br />the intended use of this site and we believe fulfill the requirements for Montrose <br />County Special Use Permit Application, DMG Mining Plan submittals, and <br />requests from Planning Department Staff. <br />c) The site plan conforms to the design standards for General Agricultural District <br />"A" as follows: <br />(1) Lot size is grater than 1 acre. <br />(2) Drinking water and portable toilets will be on site when workers <br />are on site. <br />(3) The site is more than 25 feet from any public or private road <br />right-of--way. <br />(4) The following guidelines will be complied with: <br />(a) Dogs and other pets shall not be permitted to interfere with <br />livestock on adjoining agricultural lands. <br />(b) The existing road is located a sufficienYdistance back from <br />property boundaries so that normal maintenance will not <br />damage boundary fences. <br />(c) Fences already exist to separate the site from adjoining <br />agricultural lands and stock drives. <br />(d) All.ditches across or adjacent to the site are owned and <br />maintained by the applicant. <br />(e) The site will not be permanently occupied. The owner <br />lives in the Montrose area at 584 5.30 road and can be <br />reached at 249-9436. <br />(f) All culverts will be maintained to allow continual flow of <br />irrigation water, return water, and wastewater and on and <br />off sit run-off. <br />(g) Existing historical easements shall be preserved. <br />d) On and off site impacts have been mitigated according to Section XII of the <br />Montrose County Zoning Resolution regarding Gravel Mining Operations. A <br />copy of the Mitigation Plan is included with this narrative. <br />e) Section 34-1-301 Subsection (1)(a) states that "The states commercial mineral <br />deposits are essential to the state's economy". Subsection (1)(c) states "Such <br />mineral deposits should be extracted according to a rational plan, calculated to <br />avoid waste of such deposits and cause the least practicable disruption of the <br />ecology and quality of life of the citizens of the populous counties of the state". <br />Section 34-1-302(1) states "Commercial mineral deposits" means a natural <br />
