Stormwater controls such as silt fences, straw bales and earth berms will be used as necessary <br />as detailed in the SWMP as required. Low earth berms, straw/hay bales and silt fences would <br />be used [o control and limit stormwater from entering any seep or riparian areas and <br />associated drainages and wetland areas. <br />(b) A Comparison of the proposed post mining land use to other land use in the vicinity and to <br />adopted state and local land use plans and programs. <br />As stated above, all surrounding lands aze currently used as rangeland with some irrigated hay <br />pasture above and below the proposed 23.75 acre permit area. A conditional permit has been <br />issued by the Montrose County Land Use Department for the original 9.95 acres permit area <br />and current area of operations. The Montrose County Board of County Commissioners <br />included [he additional 8.50 acres of permit extension area from the M-2002-057 to M-2003- <br />092 (permit amendment) and will allow the 5.30 proposed in this amendment to be included <br />in the original conditional use permit for extractive industries <br />(c) A description of how the Reclamation Plan will be implemented [o meet each applicable <br />requirement of Rule 3 ~ Reclamation Performance Standards -Section 3.1.1 through Section <br />3.1.5 <br />3.1.1 -Establishing Post-Mining Use: Post mine use will be For rangeland. <br />3.1.2 -Reclaiming Substituted Land: There are no previously mined lands to be substituted. <br />3.13 -Time Limit and Phased Reclamation: There will be no phased reclamation at the site. The <br />entire affected area of 17 out of 18.45 acres will be reclaimed upon completion of all mining <br />activities. The approximate life of the mining operation at the site has been estimated to be 10 to <br />t5 years depending on local construction materials future needs and market conditions. Normal <br />site maintenance activities such as sloping high-walls as mining progress across the site and <br />stormwater controls will be standard practice. <br />3.1.4 -Public Use: There will be no public use permitted at the proposed area of operations before, <br />during or subsequent to the completion of mining activities and reclamation. The site is entirely <br />on and surrounded by property owned by the applicant Mr. Nick Gray. <br />3.1.5 -Reclamation Measures -Materials Handling: <br />(I) Final grading will provide the excavated pit floor area with a fairly level surface at an average <br />approximate elevation of 6840 to 6860 feet AMSL across [he SW center of site. Slopes into <br />the excavated pit floor area will be at 3:1 to 10:1 as shown on the reclamation plan map. The <br />extension area across the Eas[-Wes[ Ridge-line will allow for more contoured slopes and <br />reduce remnant high-walls and steep slope areas. Attempts will be made during final mining <br />activities at the site to keep 2: I slopes ro a minimum. <br />(2) Backfilling is not part of the reclamation plan. There will be no overburden or waste materials <br />requiring replacement or compaction. There will be no acid forming or toxic materials <br />generated by mining activities at the site. <br />(3) Stormwater control measures and Best Management Practices (BMPs) will be used to protect <br />areas outside the affected area. All slopes into the excavated pit floor area will be stabilized <br />at 3:1. <br />(4) Concurrent reclamation activities are planned as part of this amendment. Normal site SWMP <br />activities and other standard site maintenance will be conducted as necessary. The Concurrent <br />Reclamation will occur in the west and central areas of the site as mining expands into the <br />proposed 5.30 extension area.
