EXHIBIT E -Reclamation Plan <br />(a) Description of the type of reclamation proposed to achieve the reclamation of affected land, <br />reasons for reclamation type choice, amount of acreage and general discussion of methods <br />The proposed reclamation plan for the current Gray Pit # 1 (permit # M-2003-092) calls <br />for the affected land to be reclaimed as rangeland re-vegetated as recommended by the by <br />the Natural Resources Conservation Service. The current reclamation plan willfully <br />apply to the 530 acre extension area being added to the current permit azea. Topsils/soil <br />will be stockpiled on the west end of the site during mining operations as showu on the <br />Exhibit C -Mining Plan Map. Excavation will proceed from west to east with maximum <br />ungraded high-wall dimensions of 20 feet high by 400 feet long. The slopes of the pit <br />floor will be rough graded as mining progresses. The current northem boundary of the <br />permit azea lies along the toe of the shale ridge. The requested 5.30 acre extension to the <br />northern limits of the current permit (18.45 acre curzent M 2003-092) places the revised <br />permit boundary across and along the area of the shale ridge. This addition to the permit <br />area along this east-west ridge-line will allow for a more contoured reclamation without <br />any remnant 2: or greater slopes which will blend in with the natural terrain. From across <br />the E-W trending ridge and below, slopes, will gradually change to 3:1 to around 10:1 <br />near the haul road on the south. The affected area, minus the haul road and <br />the some undisturbed North, West and Eas[ perimeter areas will be final graded, ripped <br />and spread with salvaged soil. The slopes will be final graded and spread with salvaged <br />soil to a depth of 4 to 6 inches. The area will then be seeded and mulched. There will be <br />no ponds, buildings or structures on the reclaimed site. The haul road will remain for the <br />owners use. The owner plans a future road extension to the north through the saddle area <br />of the ridge after reclamation is completed. <br />The type of reclamation selected for the proposed area of operations will be for rangeland use. <br />The current site description and use is that of vacant rangeland. All surrounding lands are <br />currently used as rangeland and irrigated hay pasturage above and below the site. <br />The total affected area of approximately 20 out of 23.75 acres within the proposed permit area <br />will be reclaimed as rangeland. The approximate 3.75 acres that will not require reclamation <br />will be the protected areas around the seeps and some perimeter areas to the north, east and <br />west beyond the site topsoil stockpile area. <br />Topsoil will be stockpiled along the western perimeter boundary line. Topsoil stockpiles will <br />be seeded (via broadcast) if left longer than one growing season. After the removal of topsoil <br />stockpiles for site reclamation, the area will be seeded and mulched with the same methods <br />and seed mix as pit floor and slope areas. All disturbed areas whether mined or not will be <br />reclaimed. <br />It is estimated that mining operations will be conducted on the site for ten to fifteen years. <br />The current Hard Rock Redi-Mix operations a[ the Gray Pit # I (M-2003-092) aze under a <br />lease agreement until October 10, 2007, with an option to renew for an additional five years. <br />Reclamation at the site will be done after the completion of all mining activities. <br />Approximately 20 acres of the total 23.75 acres will be disturbed and will require grading and <br />seeding. The approximate 3.75 acres that will not require reclamation will be the protected <br />areas around the seeps and some perimeter areas as stated above. <br />Concurrent reclamation is planned in this amendment in order to keep the bond amount <br />from increasing. The mining activities on the west and central areas of the site have <br />generally been completed and the operator will reclaim approximately 6 acres as mining <br />activities expand into the proposed 5.30 extension area to the north and northeast. <br />ARer final grading, topsoil will be replaced on the pit floor and slope areas using bulldozer, <br />scraper and motorgrader type equipment to a minimum thickness of 4 to 6 inches. <br />
