additional 10% of all rough grading hours for final grading. Again, based on <br />negotiations with SCC several years ago, this was changed to a motor grader <br />task. There is an alternative to this task and that is changing the spoil pile <br />correction factor for all of the backfilling tasks that use a dozer (highwal] <br />reduction, spoil pile grading and trailing spoil ridge grading). This would <br />basically increase the hours (and, consequently, the cost) of those tasks by 5- <br />10%. As it stands, the Division will leave this task as is. <br />9. Drainage Control System Installation/Removal Work: Task 038 -Construct <br />Final Drainage Channels -Based on the programmatic requirements of the <br />CIRCES program and the cost estimating process, the costs that the Division <br />uses must be both accurate and defensible. As such, the Division must use <br />industry-recognized sources for all of its costs. For non-earthmoving related <br />costs (demolition, drainage construction, etc.) the Division uses the RS Means <br />guides (Site Work, Environrnental Remediation and Construction Cost Data). <br />These are both reliable and industry standards, thus meeting the necessary <br />criteria for cost sources. The costs given in task 038 for both riprap and <br />geotextile include materials, equipment and labor. The costs aze from the <br />2005 edition of the RS Means Site Work and Landscape Cost Data. The line <br />reference for the riprap is 02370 450 0200 and is for riprap, machine placed, <br />18 inches, not grouted. The line reference for the Geotextile is 02370 700 <br />0060 and is for nylon, 3 dimensional geomatrix, 9 mil thick. The following <br />chart shows the cost breakdown for both of these items form Means. <br /> Material E ui ment Labor Total <br />Ri rap $15.55 $30.50 $11.65 $57.70 <br />Geotextile $4.04 $0.92 $0.25 $5.21 <br />The cost for geotextile from Means is more than that quoted by SCC, the cost <br />for riprap from Means is less. While this may be interesting as to the <br />differences, the issue here is that the Division must use the costs from Means. <br />Independent contractor costs have been found to be unreliable and highly <br />variable and, therefore, do not meet the criteria necessary for the Divisions <br />estimating purposes. Additionally, without a signed affidavit from a supplier <br />stating that they would, in the event ofpermit revocation and bond forfeiture, <br />supply the product in question at the price quoted for the duration of the <br />permit term, to the Division, the Division can not accept that cost. That said, <br />the Division will leave task 038 as is. <br />Task 039 -Backfill and Grade All Ditches -These are all temporazy ditches <br />to sediment ponds and any diversion ditches on the site. These will be pulled <br />after the Division finds that sediment control structures are no longer needed <br />(after Phase II Bond Release). <br />Task 046 -Backfill and Regrade 24 Stockponds -The Division agrees with <br />SCC. The volumes will be changed from 112,500 CCY to 46,880 CCY. <br />11 <br />
