Bulldozer work: Tasks 007, 008, 009, 011 and 013 - As stated above, the pit
lengths and volumes were based on an actual on-the-ground worst-case based
on the Division's 24 August 2004 bond compliance inspection. If there is a
nomenclature problem with the pits listed, this was the nomenclature used by
SCC and fhe Division during the inspection. The main point is that the
estimate values are based on real conditions that existed at a point in time (24
August 2004).
6. Haul Facilities Area Surface Material to Pit: Task 015 -The Division agrees
that this task would not be performed in an actual reclamation situation. The
Division has changed task O15 to grading the material into the fill. This is not,
however, included in task 020 -Rip Facilities Area. Task 020 is to relieve
compaction of the area prior to grading.
Dispose of Coal Stockpiles: Task 016 -The Division agrees with SCC on this
task. Task 016 will be removed from the estimate.
8. Ripping, Road Reclamation and Finish Grading Work: Tasks 026 and 027 -
These tasks are not the same tasks. Task 026 is the major cut and fill work
associated with the road reclamation. Task 027 is a minor grading task for
grading the roads to blend. Task 027 was a dozer task but, based on
discussions with SCC in the past, it was changed to a motor grader. These
tasks are not the same as the ripping task (task 024). For all road reclamation
tasks there is a ripping task and a regrading task.
Task 028 -Haul Surface Material from Haul Roads to Pit -The Division
agrees with SCC that this task would not be completed during reclamation.
The surface material would be graded in with the backfill. The Division has
changed this task to a dozer task for the grading of this material.
Task 029 -Grade Culvert Embankments -The Division agrees with SCC that
this task is unnecessary (although it has been in previous estimates). It seems
to be a redundant task to the narrowing and grading of the permanent roads
tasks. This task will be removed from the estimate.
Tasks 030 and 031 -Grade Haul Roads to Blend and Grade Light-Use Roads
-The equipment used for this task was changed from a dozer to a grader
based on past discussions with SCC. Task 030 is not the same as task 025.
Task 025 is a ripping task. For all road reclamation tasks there is a ripping
and a grading task.
Task 035 -Final Grade All Mine Areas -This task represents final grading
(versus rough grading) of backfilled pit areas. It includes such things as
knocking down small piles and/or ridges of spoil that may have been missed
during the rough grading process (when bulk earth movement, in the quickest
manner possible, is the goal). As with the other motor grader tasks above, this
was traditionally a dozer task. In fact, at one point SCC included an
10
