ENCLOSURE B <br />RN-4/PR-5 COST ESTIMATE REVIEW COMMENTS <br />The following are the Division's answers to the comments provided by SCC in their <br />11/OS memo. Each of the headings follows that of the 11/OS SCC memo from the <br />meeting. <br />Since SCC has finished mining, the worst-case disturbance that the Division <br />uses is the final worst-case disturbance. This worst-case disturbance occurred <br />during the previous permit term (during August 2004). If the Division used a <br />new worst-case disturbance (for the new permit term), a de facto bond release <br />would be given for all of the reclamation work that has been performed to <br />date. <br />2. No response necessary. <br />3. The page numbers referenced are from the pre-PR 4 "historical" version of <br />permit Tab 25, Attachment 25-1. In PR-4, Tab 25 was substantially amended, <br />and Attachment 25-1, which included acreage and volume documentation, <br />was replaced by the DMG cost estimate. Although a number of the volume <br />and acreage figures from the "historical" version of Attachment 25-1 have <br />been replaced by more recent DMG or SCC data, the Division has retained <br />references in the cost estimate to the "historical" version of Attachment 25-1 <br />that remain valid. For clarification and future reference, we would request <br />that SCC provide a table or appendix for insertion into Tab 25, with <br />acreage and volume references from the historic Attachment 25-1, that <br />can be correctly referenced. <br />4. Surface Blasting Work: Tasks 001-004 -All of the pit lengths for the worst- <br />case disturbance were from the Division's 24 August 2004 bond compliance <br />inspection. A total pit length of 10,150 feet was used by SCC as the worst- <br />case disturbance in the previous estimate and the Division determined that the <br />open pit length was 10,409 feet. These lengths are essentially the same so the <br />Division used the 10,150 feet given by SCC. The Division did use an <br />incorrect pit length in task 002 of 10,800 feet. To reconcile the pit lengths, the <br />Division will change this length to 5,250 feet so the total pit length to be shot <br />will be 10,150 feet. <br />The Division uses gravel for stemming to ensure a good material is used. Wet <br />hole or worn out drill bits would produce drill cuttings that would be <br />unsuitable for stemming. The use of gravel in the estimate is a worst-case <br />assumption of what might happen in the field. <br />9 <br />
