<br />The current situation is that the stock water pond that was depicted on the Pre-Mining Plan <br />Map in Phase 5 will not be constructed. If at any time in the future the plan to locate a concrete plant at this site is revived, <br />~~~~ ~ f United will petition for a Technical Revision and provide the relevant information. <br />~n ~ With regard to the hot rruxed asphalt plant that was mentioned in the application, the asphalt <br />Iii plant will be a portable type of plant and will be located on site for a relatively short period of <br />time during a given year. Since the asphalt is portable, it will migrate throughout the site. It <br />-~ J ~ will be located nearby the processed gravel stockpiles. <br />~~ U'_ E E. As nuning activities progress from the affected area in phase 1, into phase 2, and subsequently <br />^ 1 through each segment of each mining phase, a portable crusher plant will be situated close to <br />'~I ~1,~•r~ the working face at the beginning of the crushing job. Gravel stockpiles will then be built near <br />~ 1"~" the crusher plant using conveyors. When the asphalt plant is then moved in, it will then be <br />located near the stockpiles. It is quite possible that the crusher plant and the asphalt plant may <br />be set up in the same area since the crusher plant will be moved in and operated for a period <br />of time, unti adequate aggregates have been processed, and then will be moved out to another <br />locality. <br />As it was previously mentioned, approximately 3 acres to 5 acres will be affected each year. <br />The movement of the asphalt plant will follow the mining patter depicted on the Mining Plan <br />Map. It is not practical to show the location of the asphalt plant on a map since it will not be <br />stationary. <br />Spill prevention and containment procedures will be implemented to protect against the <br />accidental release of petroleum or other fluids. The primary substances that will be present on <br />the site during the production of asphalt will be diesel fuel and asphalt cement. These products <br />are in portable tanks that will be situated near the asphalt plant. Each plant will be provided <br />with secondary containment in the form of earthen retention berms around the tanks, sufficient <br />in height to retain the full quantity of each tank. The berms will be constructed of impervious <br />soil. The tanks will be situated on a floor of impervious soil, plated with a lens of absorptive <br />sands. <br />('/ ~ 7. Provide plans for fuel, oil, grease storage including containment of spills. <br />~+ The plans for the storage and handling of fuel for general use will be similar to that for the <br />j i ~ ~~c=~ asphalt plant use. Diesel fuel will be the only fuel consistently stored at the site. The storage <br />:=~ tank will be situated near the scale house in Phase 1.
