<br />constructed of impervious soil. The floor of the containment structure will also be plated with <br />absorptive materials. Oils and greases will be stored in an enclosed metal storage container, <br />similar to a trailer van. The storage unit will be placed on a floor made of absorptive rfiaterials. <br />In the event of an accidental release, or spill of a fuel or oil substance, the substance will be <br />retained by the berms and absorbed by the sands. After the spill has been contained, the <br />contaminated soils will be removed from the site and will be transported to an appropriate <br />disposal area. The containment structures will be rebuilt for further use. <br />Care will be taken so that pollutants will not contaminate any ground water or surface water <br />system. Regulaz inspections will be made to assure the integrity of the storage tanks and the <br />secondary containment systems. <br />Exhibit E -Reclamation Plan <br />Q(` 1. Address the present reclamation plan, compared to the amendment plan with regard to the <br />placement of overburden soil and topsoil. <br />The present reclamation plan requires placement of 18 inches of overburden and then 12 inches <br />of topsoil. The amended plan stated that 8 inches to 12 inches of topsoil would be placed on <br />the bank slopes and the floor of the excavated area as a seed bed medium. This is viewed as <br />a substantial downgrade of the reclamation plan. <br />The amended reclamation plan was incomplete in that is failed to mention that the sub-soil <br />overburden would be placed on the slopes and the floor of the excavated area prior to the <br />placement of topsoil. Please refer to the response above to number 3 regarding Exhibit D- <br />Ivfming Plan. The plan is to place the overburden sub-soil over the site at the minimum depth <br />of 24 inches to 36 inches prior to placing 8 inches to 12 inches of topsoil. As requested, the <br />applicant does commit to placing the stated amount of overburden beneath the topsoil. <br />~~ 2. In accordance with Rrrle 6.4.5(1)(e), address the sequence schedule regarding reclamation <br />following mining. <br />The intention of the applicant is that reclamation be carried to completion with reasonable <br />diligence and reclamation efforts will be conducted concurrently with mining activities, as <br />required by the Mined Land Reclamation Act. <br />Although the operation is divided into phases, the area of each phase will not be affected in its <br />entirety at any one time. As stated previously, it is anticipated that each phase will be affected <br />in stages of 3 acres to 5 acres. It is further anticipated that an additional stage will be affected <br />each year, as long as market demands remain similar to current conditions. The anticipated life <br />of the mine, from the approval ofthis amendment to completion of mining and full reclamation, <br />is expected to be 20 years to 25 years. The duration of activity in each phase is expected to <br />last 5 years. <br />6 <br />
