<br />The conclusion of this exercise is that over the entire surface area of the mine, if all presently <br />ayaiLble~psoil is salvaged and used there is a surplus of 786 cubic vards of topsoil <br />Realistically, rt is more accurate to beheve that there is a very close balance of topsoil available <br />for reclamation. <br />With regazd to the 14.1 acres of Phase 1 that is comprised of the original permitted area (9.64 <br />acres), and an azea outside the permitted area (4.46 acres), it is evident that there has not been <br />e ough topsoil salvaged from this azea to adequately reclaim it. From the soil inventory, it was <br />,J. determined that there aze 9029 cubic yards oftopsoil in storage for the reclamation of this area. <br />'~T~a'` his quantity is only enough to plate 5.6 acres with 12" of tops~That leaves 8.5 acres for <br />t~~ "`,ts , which topsoil must be acquired from elsewhere on the site. As addressed above, this can be <br />i ~ P ~~ t2„op,, accomplished if all topsoil is diligently saved. <br />~,,~5 t3 <br />In a similar manner, the sub-soil overburden soil will be removed from the area that is next <br />scheduled for mining. These materials will be handled separately from the topsoil. They will <br />be placed on the slopes and floor of the excavated area that has most recently been mined, and <br />will be used to backfill and grade the site in preparation for topsoil. They will be kept iq a_ <br />separate stockpile when it is not immediately feasible to place them in their final disposition. <br />Accordin to the soil inventory, there is approximately 4 feet to 5 feet of subsoil overburden. <br />It i reasonable_to_beGeve hat the site will receive_a.plating_n£2.feet to_3_feet of t_his_s_oil above <br />/the su un erneath the topsoil. <br />~ As is the case with topsoil storage for the final segment of Phase 5 that will be mined, sub soil <br />will also be stored in order to grade the final mining segment. The storage of this soil is also <br />depicted on the Mining Plan Map. <br />l,~ 4. r, In accordance with Rule 6.=J.9(~(1), describe the nature of the stratum be~reath the grave! <br />~ I`~db``„ deposit to be mired. <br />r/` urQ'~i <br />!it!y~ ~(p~'he stratum immediately beneath the material that is to be mined is a lens of gravel that has <br />tiu T~ been subjected to a cementitious agent that over time and with exposure to water, has <br />,~p developed into a dense and hard conglomerate that is very similar to concrete. This lens varies <br />in thickness from approximately 1 foot thick to several feet thick, becoming thicker toward the <br />north-northeast. Below this stratum is a variety of shales, ranging from brown to gray. These <br />shales are primarily derivatives of Mancos shale. <br />O Cit,S. Address the stock water pond shown on the Pre-Mining Plan Map. <br />At the time that the original application to amend this operation was submitted, the land owner, <br />Skelton, Inc., planned to build a pond where it is indicated on the Pre-Mining Plan Map in <br />order to provide water to the horses that range the property and to provide water to the mine <br />site, from the Farmer's Water Development Ditch. At this time it was believed by Skeltons and <br />United that this would be appropriate. Further investigation revealed that this is not the case <br />and plans to provide water in that manner were abandoned. <br />4 <br />
