storage associated with the alternative land use upon approval of PR-3. <br />We have one additional request associated with this item. We find reference to <br />cover soil placement on the refuse pile outslopes in accordance with the approved <br />plan in the 3`d Quarter, 2002 RSRDA certification report, however placement of <br />cover material on the top of the refuse area in accordance with the approved plan <br />has apparently not been addressed within a certified report. Please include <br />reference to placement and verification of 18" minimum thickness of non- <br />toxic cover material and gravel surfacing on the top of the RSRDA waste pile <br />(area to be used for equipment and material storage under the alternative <br />land use) within the next quarterly certification report for the RSRDA waste <br />pile. <br />2.05.4(21(el and 4.15 Revegetation Plan <br />19. DRMS requested SCC to provide a plan for establishment of an effective <br />vegetative ground cover for "non-active use areas" included within the alternative <br />postmine land use, and further requested that "active use areas" where <br />revegetation would not be conducted be delineated on an appropriate postmining <br />map. <br />In response, operator indicated that the seedbed preparation, seeding practices, <br />and seed mixes specified in the currently approved permit would be applied to the <br />"non-active use" alternative land use areas. New Exhibit 6C-A was submitted, to <br />delineate "active use" alternative land use areas, where revegetation will not be <br />conducted. <br />Our interpretation, based on review of Exhibits 6C-A, 6C, 63, and Figure 14-14, <br />is that "non-active use" portions of the alternative land use area would include all <br />areas that fall within the "Industrial/Commercial" boundary on Exhibits 6C and <br />63, but not within the "Active Area" delineated on Exhibit 6C-A. Further, it is <br />also our understanding that all of the "non-active use" portions of the altemative <br />land use area would be subject to regrading and seeding. Please confirm if this <br />interpretation is correct, or provide additional clarification if warranted. <br />Note that the assumption regarding areas that would be subject to grading <br />and seeding may be altered by information submitted in response to Item 13, <br />above. <br />20. DRMS requested that SCC include a proposal for objective criteria for <br />demonstration of "satisfactory cover establishment" pursuant to Rule 4.15.10 for <br />the alternative land use areas, or confirm acceptance of subjective assessment of <br />"ground cover sufficient to control erosion" at the time of bond release.
