DRMS requested that SCC provide detailed topographic mapping on which the <br />crest and perimeters of the highwalls referenced in the revision narrative aze <br />clearly delineated. Response referenced new figure 14-14. <br />Details presented on Figure 14-14, together with amended Exhibit 6C, and <br />Section K-K on amended Exhibit 26 do provide the requested highwall <br />delineation. The item appears to have been substantively resolved. DRMS will <br />conduct an on-site assessment and obtain relative elevation data from selected <br />locations in the face-up area using a rotary laser survey instrument for <br />verification. One minor error was noted; the north arrow on Figure 14-14 is <br />not correctly aligned. Please provide an amended Figure 14-14 with the <br />north arrow correctly aligned. <br />15. DRMS requested SCC to address a number of apparent discrepancies with <br />Section KK on Exhibit 26, and provide a revised Exhibit with properly amended <br />Section K-K'. The requested updates were provided. Item Resolved. <br />16. DRMS requested SCC to provide a stability analysis of proposed backfill slopes <br />associated with the access road and portal bench/highwall area to demonstrate <br />compliance with various applicable sections of Rules 4.03.2, 4.14.1, 4.14.2, <br />4.14.5, 4.27.3, and 4.27.4. An acceptable stability analysis was provided as new <br />Appendix 14-8. The analysis demonstrates a stability factor of safety of at least <br />1.3 is maintained by the proposed design. Item Resolved. <br />17. DRMS requested that SCC provide amended narrative on permit page 14-9 to <br />clarify that UTL final contours on Exhibit 11 C include modifications to reflect <br />proposed material borrow for use in PR-3 reclamation/access road construction at <br />the South Portal Area. Requested updates were made on amended page 14-9. <br />Item Resolved. <br />2.05.3(8) and 4.10 Coal Mine Waste <br />18. DRMS requested clarification of the schedule for implementation of the <br />alternative use on the top of the RSRDA disposal site, and the need for soil or <br />gravel surfacing and seeding (if applicable) on the top of the RSRDA. Response <br />indicated that adequate gravel surfacing had previously been completed and that <br />required 18" cover thickness had been verified by test holes excavated in August <br />2006. The response further indicated that the site would be used for equipment <br />
