Any aquatic habitat in the <br />roadway will be affected. The EA requires surfacing if culverts aze not used. <br />Rule 4.04.3(5) Surfacing. <br />Surfacing requirements are outlined in the EA. <br />Rule 4.04.3(5)(a) Light-use road surfaces shall be adequate for the use of the road. <br />The road surface (soil) is adequate for the use of the road. Surfacing will be required (by the EA) <br />in certain regions. <br />Rule 4.04.3(5)(b) Acid- or toxic forming substances shall not be used in road surfacing. <br />The applicant does not propose the use of such materials for road surfacing. <br />Rule 4.04.3(6) Maintenance. <br />Rule 4.04.3(6)(a) Light-use road maintenance shall be sufficient to ensure minimization of <br />erosion for the life of the road. <br />The applicant states that roads will be maintained with water bars and appropriate sedimentation <br />controls as required during the drilling phase. Recommend maintenance be extended for the <br />life of the road (reclamation phase). <br />Rule 4.04.3(6)(b) Light-use roads shall not be used if climatic conditions are such that usage <br />may cause degradation of water quality. <br />Climatic conditions are no so harsh as to prohibit the use of light-use roads. <br />Rule 4.04.3(6)(c) A road damaged by a catastrophic event such as a flood or earthquake, shall <br />be repaired as soon as is practicable after the damage has occurred. <br />This is a performance, not a design specification. <br />Rule 4.04.3(7) Reclamation. Immediately after alight-use road is no longer needed for <br />operations, reclamation, monitoring or the postmining land use as approved by the Division: <br />
