However, some <br />individual segments are. <br />Rule 4.04.3(3)(a)(ii) The pitch grade shall not be steeper than Sh: l v (20 percent) for any <br />consecutive 1, 000 feet. <br />Most proposed roads follow the contour. There are no pitch grades over 20% for a consecutive <br />1,000 feet. <br />Rule 4.04.3(3)(a)(iii) The pitch grade exceeding 20 percent shall not be longer than 300 feet <br />within any consecutive 1,000 feet. <br />There is a 300-foot segment ofproposed road at a grade of 33% to the pad for target 21-08. This <br />is the only segment approaching the limit of the rules found during this map review, and it is in <br />compliance with the rule. <br />Rule 4.04.3(3)(b) Horizontal alignment. Light-use roads may meander so as to avoid large <br />growths of vegetation and other natural obstructions. <br />The application indicates that proposed roads will indeed meander so as to avoid trees and <br />bushes. <br />Rule 4.04.3(3)(c) Width. Road widths shall be appropriate for the anticipated volume of traffic <br />and the nature and speed of vehicles to be used. <br />The applicant proposes 14-foot-wide roads as adequate for the nature and speed (15 mph) of <br />vehicles to be used (see the EA). <br />Rule 4.04.3(3)(d) Road cuts. Sidecast construction may be used. <br />The applicant does not identify this liberal construction procedure in the application, but it will <br />most surely be used. <br />Rule 4.04.3(3)(e) Road embankments. Compaction on embankments shall be required only to <br />the extent necessary to control erosion and maintain the road. <br />The applicant does not address this specification, but compaction for the proposed use will result <br />in compliance with this rule. <br />Rule 4.04.3(3)(f) Topsoil removal. Topsoil shall be removed and stockpiled where required by <br />
