Rule 6.4.4 Exhibit D-Mine Plan <br />7. The applicant states that not much has changed from the original 110 plan except for mining a ridge of <br />different sandstone to the east from the existing permitted disturbed azea. Please depict all areas on the map <br />that will be affected, state the total acreage of affected land within the new permit boundaries and note such <br />areas on the map. <br />8. Please specify the volume of overburden material stored in the stockpiles. In addition, please state <br />configurations of the piles (height, width, slope), and how the piles will be protected from wind and water <br />erosion. If a seed mixture is proposed, please state the rate in PLS/acre, application method and timing of <br />seeding. <br />9. Please commit to salvaging all available topsoil and growth medium for replacement during reclamation. <br />Please also commit to salvage any fines generated during excavation and processing and replacing them over <br />the reclaimed area. <br />10. Rule 3.1.9(3) requires that topsoil stockpiles be stored in places and configurations to minimize erosion and <br />be located in aeeas where disturbance by ongoing operations will be minimized. Topsoil piles were not <br />included on the revised map. Please depict the location of all topsoil piles and explain how the topsoil and <br />overburden piles will be protected from the active mining operation. <br />11. Please describe all haul roads that will be utilized for the mining operation. Rule 6.3.3(g) requires the <br />applicant to specify the dimensions of any existing or proposed roads that will be used far the mining <br />operation. Any improvements necessary on existing roads and the specifications to be used in the <br />construction of the new roads needs to be described in the permit and included as part of the permitted <br />acreage. The applicant will also need to address reclamafion of any new or improved roads constructed on <br />site. <br />12. Please list and locate on the applicable exhibit all structures that will be constructed on site (i.e. plants, <br />offices, trailers, tanks, fueling station structures etc...) and provide their associated dimensions and <br />composition in order to accurately estimate a cost for removal in the reclamation bond estimate. <br />Rule 6.4.5 Exhibit F- Reclamation Plan <br />13. The reclamation plan in the approved 110 application states that the azea will be backfilled with waste rubble. <br />The conversion applicarion also states that the site will be bacl~lled to match the existing contours as close as <br />possible. It appeazs that the quarry may reach a depth exceeding 50 feet and have a maximum disturbance of <br />4 acres at any given time. A rough volume calculation estimates that approximately 323,000 cy of material <br />will need to be hauled back into the pit to achieve the final reclamation plan (50'deep'4*43,560/27). Please <br />clarify with the Division if this is indeed the mining and reclamation plan that the applicant proposes. If not, <br />please specify the anticipated depth of the quarry and maximum surface area affected at any given time and <br />revise the text and maps accordingly. <br />14. The original 110 permit notes that 1" to 3" of topsoil will be replaced on the affected areas. However, the 112 <br />Conversion Application states that 6" to 24" will be replaced in the steeper areas and 6" to 12" in the gentler <br />slopes. Based on a recent inspection of the site, it does not appeaz that the location of this quarry contains that <br />quantity of existing topsoil. Please clarify this discrepancy and revise the topsoil replacement depth based on <br />the site conditions. <br />15. Please state the total acres that will require topsoil replacement and revegetation efforts <br />
