Note that special districts, government <br />complexes, and other non-standazd MS4 system types have not been identified at this time, but will be notified <br />by mid-2002. <br />D. Deadlines <br />^ Requirement Deadline <br />I. EPA issued a menu of recommended BMPs for regulated small MS4s, and a model October 2000 <br /> permit for small MS4s <br />2. Division amended the Discharge Permit System Regulation (5 CCR 1002-61) December 2000 <br />3. EPA issued guidance on the development of measurable goals for regulated small MS4s October 2001 <br />4. Division will issue a general permit for small (less than 5 acre) construction activity; July I, 2002 <br /> operators of small construction sites will be required to obtain permit coverage <br />5. Division will issue geneml permits for Phase [I regulated small MS4s, and for February 2003 <br /> industrial activities for small municipalities <br />6. Operators of Phase II regulated small MS4s must apply for coverage of therr MS4 March ] 0, 2003 <br /> systems, and small municipalities must apply for coverage for their industrial activities <br />7. Designated MS4s (those that the Division has evaluated and determined will need 180 days after <br /> permit coverage) have to apply for a permit designation" <br />8. Operators of regulated small MS4s must fully implement then stoan water By the end of the <br /> management programs first permit term <br /> (typically 5 years) <br /> 'or by Mazch 2003, <br /> whichever is later <br />E Muuicipal Permit Requirements <br />The Division will develop new municipal general permit(s), which will include the six minimum controls as <br />outlined in the regulation: <br />1) Public education and outreach on stormwater impacts <br />2) Public involvement/partic ipation <br />3) Illicit connections and discharge detection and elimination <br />4) Construction site stormwater runoff control <br />5) Post-construction stormwater management in development/redevelopment <br />6) Pollution prevention/good housekeeping for municipal operations <br />See Appendix B for a more detailed description of each measure. <br />
