Pueblo County Department of Planning and Development <br />April4 2002 <br />Page ~ of 3 <br />e. The total permit area will remain the same as the original permit. This <br />amendment is part of a approximately 16 acre land swap releasing Phase <br />IV of the current mine plan and trading for a new phase V as outlined in the <br />Mine Plan Map- Exhibit C. The total acres affected will remain the same <br />with 16 acres being affected by the new mine phase. The phases and size <br />of the phases can be found in Exhibit D of the DMG application. The <br />aggregate processing area will be located on the west side of the site at the <br />existing Courtney Pit M-86-159. <br />f. A timetable giving periods of time for each of the mining phases can be <br />found in Exhibit D of the DMG permit. Overall we expect the operation to <br />last 1 years with 3 to 4 years for reclamation work. Production of sand and <br />gravel depends on overall market demand, and the amount of outside sales. <br />It may occur that the resource is exhausted slightly ahead of the term of this <br />permit. <br />g. The sand and gravel deposit is 10 to 30 feet thick and the overburden is 0 to <br />6 feet thick. <br />The proposed use of the reclaimed land is rangeland. A full explanation of <br />the reclamation process can be found in Exhibit E of the DMG permit. <br />The technical advice from the Soil Conservation Service, and DMG was <br />used to develop the reclamation plan, <br />3. A list of the names, addresses, and the corresponding parcel identification <br />numbers of property owners within 500 feet of this site is attached. <br />4. A list of the names and addresses of mineral owners is attached. <br />5. This Use by Special Review application for a mining operation and accessory uses <br />is consistent with the Pueblo County comprehensive plan. The comprehensive plan <br />allows for the extraction of a recognized sand and gravel deposit, and promotes the <br />reasonable and orderly development of such. This application proposes to develop <br />a commercial sand and gravel deposit and return the affected lands to a beneficial <br />use of rangeland. <br />All activities at the mining site are guided by the regulations of the Mine Safety and <br />Health Act (MSHA) and the Occupational Safety and Health Act (OSHA). These <br />requirements along with Pueblo County policies help to minimize or eliminate the <br />potential adverse impact of the operation on surrounding properties. By proposing <br />setbacks, concurrent reclamation, and routing traffic to US Highway 50, the <br />operation will comply with the policies and goals of the comprehensive plan. <br />Instituting noise controls and dust controls complying with the State standards can <br />also reduce any adverse impacts to neighbors. <br />Reclamation activities will be concurrent with the mining operation and a <br />predetermined number of acres will be disturbed at any given time. <br />_`r.EXHIBIT~ <br />~~'_~ <br />
