riparian azeas within the permit area at the Ioadout, adjacent to current disturbed area may
be permitted for gravel mining in the near future. This could possibly impact final
reclamation of the Ioadout and adjacent area, and would also affect water level in the
alluvium. The operator has requested an extension until September, 1999, to evaluate
these factors, and develop a riparian revegetation plan for the Ioadout area if warranted.
The Division would approve such extension, and requests that a commitment to
evaluate and develop a riparian revegetation plan for the Ioadout by September 30,
1999, be submitted for inclusion in the reclamation plan for the Unit Train Loadout,
on page 14-9 of the application. The reclamation plan should address measures
which will be taken to minimize disturbance to established riparian vegetation in the
low lying areas of the Ioadout during the reclamation process.
7. This item concemed the need for updated mine plan maps and timetables. Information
addressing North Portal mine plan information has been addressed in Technical Revision
No. 29, currently under review. The operator has included a statement on amended page
12-ti, dated 3/20/99, stating that no further mining is proposed within the South Portals
mining area.
Should the situation change, and the operator plan to resume operations within the South
Portals mining area, a technical revision application containing updated mine plan
information (maps, narrative, tables, etc.), would need to be submitted to and
approved by the Division prior to resumption of mining.
Issue Resolved.
8. This item concerned various text and table discrepancies with respect to disturbed and
affected acreages. Most have been resolved with submittal of amendments dated 3/20/99.
One remaining discrepancy is noted. Amended page 12-3 states that "from 1974 to
1992, approximately 380 acres of surface lands have been disturbed..." This
corresponds to the total existing and proposed disturbance acreage of 379.65 acres
listed on amended Ta61e 12-1. Because the 48 acre CRDA-3 area has not yet been
disturbed, and only a portion of the 8.6 acre Cameo Borrow Area-2 has been
disturbed, the existing disturbance acreage specified on page 12-3 would appear to
be erroneous, and should be corrected. The 1992 reference should be updated to
1999.
This item requested a revised table of contents, which was provided. Item Resolved.
0. This item requested mapping detail on subsidence protection zones. This issue is being
addressed within the context of TR-29, for the North Portals mining azea. Further
information is not required at this time for the South Portals mining area, because further
mining within the South Portals mining azea is not proposed. As noted in Item 7, above, a
technical revision application containing the requested subsidence protection mapping
details for the South mine area would need to be submitted and approved prior to
