This item was addressed by responses in the cover letter of the June 24, 1998 response, <br />and by a supplemental letter of March 30, 1999 and new Table 14-5, dated April 5, 1999. <br />The submittal commits to interim revegetation monitoring in specific areas, as well as <br />collection of vegetation data from proposed future disturbance areas and reference areas <br />during the 1999 field season. Operator has indicated that a vegetation consultant would <br />be retained to perform the sampling and report prepazation. We would recommend that <br />Powderhorn and the consultant present the specific sampling plan to the Division prior to <br />initiation of data collection, to ensure that permit and regulatory requirements will be met. <br />Data collection within future disturbed areas and reference areas should follow the <br />methodology outlined on page 14-19 through 14-22 of the application, under <br />"Revegetation Success Methods", as supplemented by Table 14-5, for the 1999 sampling. <br />Data collection on revegetated areas should follow the methodology outlined on pages 14- <br />18, with respect to cover sampling, with the additional woody plant density sampling as <br />specified in Table 14-5, for the 1999 sampling. The Division would approve <br />elimination of the requirement for second growing season seedling density <br />monitoring specified on page 14-18, third paragraph, and and the reference to the <br />seedling density monitoring should be deleted, if the operator does not wish to <br />commit to seedling density monitoring within the permit. <br />Division acceptance of the sampling data, and approval of any resultant reference area or <br />success standard modifications will be required prior to initiation of disturbance associated <br />with CRDA No. 3 development. <br />6. This item concerned the Division's request that a riparian vegetation seeding and planting <br />plan be developed for portions of the overland conveyor and low lying areas in the loadout <br />loop. Operator responded that areas along the conveyor would be seeded with the <br />approved greasewood components seedmix, based on original vegetation type mapping, <br />and the Division concurs. Operator further noted in letter of March 20, 1999, that <br />willows, cottonwoods, and associated riparian vegetation have established in the vicinity <br />of the rail loop sediment ponds and adjacent areas, but it was difficult to determine <br />whether water table level would be high enough following pond and rail loop embankment <br />removal to support the riparian/subirrigated vegetation.
