PHASING: <br />Phase delineations on this side of Academy are fairly complex. This complexity is needed to <br />maintain as much of a working face as possible and also allow reclamation to progress <br />contemporaneously. Following are descriptions of phase. <br />~' <br />Phase lE: This phase is divided into two portions. The first portion extends along the <br />northern permit boundary and then turns southward along the east edge. To coordinate the future <br />movement of the ditch from its current location to the northern part of the permit this extensive <br />excavation must be completed early. This portion of Phase lE will be operated in sections from west <br />to east and then southward after the northeast corner is reached. Each section will include only <br />sufficient material far a year or two of mining. This excavation is estimated to take from fow to six <br />years to complete, but the actual duration is dependent on market demands. <br />This excavation will create a notch in the land to the depth of the futwe ditch elevation <br />(about 5858'). The north side of the notch will become the final slope above the ditch. It will be <br />excavated to a 3:1 slope. South of this north slope will be a broad flat area 100 to 150 feet wide. The <br />ditch will eventually be installed near the base of the north slope. But sufficient room to the south of <br />the ditch is needed for equipment to construct the ditch and initiate excavations in Phase 5E when <br />that occurs. Soil from each cut will be saved along the top of the slope above the ditch route. This <br />soil will be spread on the slope as each section is completed. For more information on this refer to <br />Exhibit E, Reclamation Plan. Any remaining soil will be spread on the bottom of the cut until the <br />ditch is installed. <br />The first part of Phase lE will mine only fine sands. More coarse sand will be mined in the <br />second portion of Phase lE. This area is located south of the existing ditch route and east of the <br />large excavation just east of Academy Boulevard. This double area phase is needed to produce a <br />variety of products. A location for the future processing plant will also be started in this part of the <br />phase. <br />The second part of Phase lE will be operated along a working face. This will eventually <br />remove the entire block of sand in this area. Soil stripped from this area will be stockpiled on the <br />eastern edge of Phase 4E. <br />The northwest corner of Phase lE-north is included in the permit for reclamation purposes <br />only. Under the 1985 amendment this area was to 6e mined to a depth of about 90 feet, but under <br />this amendment no mining will occur closer than 480 feet south of Drennan Road. However, when <br />the ditch was installed under Academy Boulevard some disturbances were created in this area. <br />These distwbances included topsoil stockpiling, aceess roads, and some excavations to aid in the <br />installation of the ditch. All of these featwes that are closer than 480 feet south of Drennan Road <br />will be reclaimed early in the Phase lE-north operations.
