Unless some new technology is developed in the next 15 years for processing sand, all the <br />functions of the current processing area west of Academy will be replaced on this side of the highway. <br />The scale house may remain on the west side of Academy for awhile. However, this would delay <br />• completion of the reclamation of that area, it is far more likely the scale will be moved to the east <br />side of Academy when the processing plant is moved. The entrance to the pit would then be from <br />Bradley Road at some location just east of the southwe t Nrner of Phase 3E. <br />This new entrance cannot be defined at thise, other than it will probably be located <br />somewhere along the south boundary of Phase 3E. The reasons for this inability to de5ne the <br />location are several. <br />First, the detention/retention pond location within Phase 3E will certainly influence the <br />possible entrance location. Second, there is a proposal to construct a m$jor intersection at the corner <br />of Academy Boulevard and Bradley Road. Exactly how that intersection will function could have <br />significant impacts on where and even whether a new entrance can be established. Third, because <br />the entrance is so faz in the future and because development of surrounding land could greatly <br />influence the location and its effects on traffic flow, no precise location can be given. <br />Therefore, with respect to the location and design of a new entrance, this amendment can <br />only go so far as to commit to providing those plans when they are done. It needs to also be pointed <br />out that no entrance can be installed without first obtaining the necessary local permits for having <br />such an entrance. At this time the local government cannot make any commitments as to the future <br />viability of any entrance location or even whether an entrance location will be possible when it is <br />needed. Once the design is completed and the permit obtained, that information will be provided to <br />the Division. It is possible (although not probable) that the current entrance will need to be <br />maintained throughout the life of the operation. <br />Sediment deposition on the east side of Academy Boulevard, assuming such a process is still <br />• used by the time processing begins there, will be by methods similar to those currently used on the <br />west side of Academy. Sediment basins would be constructed in the bottom of mined out areas. The <br />location of these sediment basins cannot 6e determined at this time. However, they will be <br />contained within the reclamation process and incorporated into the grading scheme for the pit. <br />For some period of time after the processing plant is moved to the east side of the highway, it <br />is likely that deposition will occur by piping the sediment through the tunnel under the highway to <br />the west side. This is needed to fully backfilt the former processing site so the final topography can <br />be created. After there is more room available on the east side of the highway and the west side <br />backfilling is completed, sediment deposition will be done on available sites in mined out areas in <br />Phases 4E and 5E, but probably not in Phase 3E as the available room in that phase will be highly <br />limited. <br />• East of Academy Mining Plan Page D-9 <br /> <br />
