Phase 2E: Phase 2E is an eztension of the southern portion oC Phase lE. There may be <br />some overlap between the final work in Phase lE and the start of Phase 2E. This is especially true if <br />the ditch route excavated in Phase lE has not been completed when Phase 2E begins. However, it is <br />• not expected an overlap will occur for more than a few years. Soil from this area will be stockpiled in <br />the eastern portions of Phase 4E. Once this phase is prIDpleted, sufficient room should be available <br />to move the plant from the west side of Academy to ~ east side. <br />Phase 3E: This phase will excavate the sand from the most southwesterly corner of the site <br />east of Academy. Soil stripped from this area will be stockpiled along the eastern edge of the phase <br />and will be redistributed on the slopes and the bottom of the pit after completion. As this phase is <br />completed adetention/retention pond will be established to serve much of the land on this side of the <br />highway (see Water Handling section in this exhibit). Until this phase is nearly completed there is <br />no need for a sediment basin as nearly all activity will occur in closed basins. But once Phase 3E is <br />mined, the pit drainage will flow to this corner of the permit and sediment control will be needed. <br />During Phase 3E the existing ditch route that divides the operation on this side of the <br />highway will be moved to its new location in Phase lE-north. This will allow freedom to excavate in <br />that area during Phases 4E and 5E. <br />Phase 4E: This phase is an eastward extension of the new processing plant site. Soil <br />stripped from this area will be stockpiled away From the working face and in the southern portions of <br />the phase where mining will be initiated. As the phase progresses this soil stockpile will grow. <br />When the eastern portion of this phase is reached some of the soil stockpiled there from Phases lE <br />and 2E will be moved to the large stockpile in the southern portion of this phase. Mast of the soil <br />from Phases lE and 2E, however, will be used to reclaim the final slopes along the eastern and <br />• southern edge of this phase (see Exhibit E, Reclamation Plan for more information) <br />Phase 5E: Phase 5E is the largest and last area to be mined in the whole operation. This <br />phase will start along the former ditch route. The working face will proceed first northerly and then <br />swing to the east. The working face will essentially rotate on a center near the northeast corner of <br />Phase 4E until the line of the face extends northward from the rotation point. After that time the <br />face will be worked eastward until the eastern edge of the phase is reached. <br />Although near the middle of this phase the working face will be very long, it is actually the <br />most efficient way to operate. This method also achieves the maximum amount of contemporaneous <br />reclamation. Any mined land that is not needed for access from the working face to the plant can be <br />reclaimed, including pit slopes. <br />This phase is quite large and its size allows, at many times, a haulback soil distribution <br />scheme. If stockpiling occurs it will be done in the southern portions of Phase 4E. <br />Phase 6E: Mining in this area will be of limited extent. This phase mainly includes just <br />the processing plant site. Once Phase 5E is finished, the plant will be removed, and the entire area <br />will be reclaimed. Mining will occur along Academy Boulevard south of the existing tunnel that <br />crosses under the highway. After Phase 5E is finished, Phase 6E will generally become a final <br />reclamation phase. <br />• East of Academy Mining Plan Page 0-11 <br /> <br />
