Mr. Dan Mathews <br />Division of Mineratr and Geology <br />June 30, 2000 <br />Page 7 <br />C J <br />Response: a) Temporary culvert KS is located within the area to be mined and is shown on the exhibit <br />as located outside the designed portion of Haul Road K. b) Since the temporary Culver[ KS is not <br />subject to specific design standards (as you indicated in your comment above), reference to KS has been <br />removed from Table 13-5, c) The pit boundary shown on Exhibit 13-23.1 indicates the anticipated coal <br />recovery line, not the pit/highwall disturbance outline, therefore inclusion of this boundary line seems <br />unnecessary but it has been included as requested. d) Exhibit 13-23.1A has been revised to indicate <br />that Culvert KS is temporary and the Construction Summary has been revised to indicate again that this <br />is a temporary culvert and restated to indicate it is located within the mine pit area. e) The page <br />designation on the Construction Summary has been corrected. <br />Pond 006 Phase V Ar-Built Documentation <br />4. Performance of the as-built structure har been demonstrated to be in compliance with the ruler applicable to settleable <br />solids. However, there Ir an incanshtenry in the design documentation. The 'Structure Summary" on page 4 of the <br />SEDCAD run for the ArBuilt design indicates a peak settleable concentration of 0.01 mg/!, which conflicts with <br />the summary listing of 0.02 mg/1. Alrq information har not been presented to demonstrate compliance with ruler <br />asroriated with flaw elevations through the emergency spillway. Please amend the summary page to <br />correspond with the SEDC.'AD run. Also, please provide a 25 year, 24-hour SEDCAD run <br />for Pond 6Phase V to demonstrate compliance with emergency spillwayllow elevation. <br />Response: a) The Summary Sheet has been corrected to read 0.01 mg/1, b) A 25-yeaz, 24 hour <br />SEDCAD run has been included. <br />. Pond 016A As-Built Documentation <br />5. There are a couple of }pographira! errors on page 13-57-2, Certification Statement, which need to be rorrerted. <br />`BCC" should be 'SCC': Also, in the same sentence, 4.05.6"and '4.05.9"should be `4.05.6" and `4.05.9'; <br />respectively. <br />Response: The typographical errors have been corrected. <br />6. The SEDCAD runs and hydrologic details are aaeptable for the Pond 016A As-Built. Final 'As-Built" <br />cert~cation for the entire pond (rather than just embankment and spillway system) will need to be submitted following <br />tonrpletion of slump repair, this summer. <br />Response: Final As-Built and slide remediation plans are under development at this time and will be <br />submitted as separate TR. <br />A statement on page 13-SI-2 indicates that the discharge tharatteristict were analysed with the principal spillway <br />[logged This is not consistent with the SEDCAD run 'Tond 16a ar-built 25yr revlse4 ; which indicates the <br />model war run with the assumption that the principal spillway was not clogged. Please amend the narrative <br />as appropriate. <br />Response: The narrative has been amended. <br />8. The Pond 16A As-Built" map exhibit Is erroneously designated Exhibit 16-9C, ar previously noted, and should <br />be eanetted (presumably should be 13-9CJ. The bottom width of the emergency needs to be confirmed and the correct <br />• dimension used throughout the cent (cation. Note on the Exhibit that Section A A profile indirates 20 feet, the plan <br />drawing Indicates 44 feet, Sedian B-B indirates 44 feet, and the SEDCAD run used 48 feet. Please amend <br />
