Technical Revision 48 (TR-48), Response to Comments

Enclosed please find two (2) copies of revised and/or additional information addressing the comments
and requests in your March 23, 2004 letter regarding TR-48 (As-Builts for Haul Road K, Pond O1GA,
and Pond 006 Phase ~. A third copy has been sent to the Division's Denver office also addressed to
you. The responses to each of your comments and requests are provided below and are numbered
accordingly.
1. The Insenlan InstruUion Page should be xpdated to reference replacement ofpage 7, In Tab 13, Volume 7.

Response: The insertion instructions have been revised.
2. Insertion Instructions Page erroneously r ferentes new Exhibit 13-96 `Tond 016A ArBuilt ; under Tab 13,
Volume 9. The referenced exhibit already exists ('Tond 016 Design Revision'J. The new map should thus
probably be designated 13-9c. The actual exhibit map submitted it for come reason designated Exhibit 16-9C,
which would appear to be an error. Please amend the Exhibit designation and insertion instruction
reference as appropriate.
Response: The insertion instructions and exhibit designation have been revised.

3. There ate three culverts not indicated an the original, previously approved design map. One of <here culverts (KSJ
appears from the map Exhibit 13-23. lA (and compatzson with approved Exhibit 13-23.1) to be associated with a
segment of the haulage route within the immediate pit disturbance vicinity, and thus not actually on a designated haul
road subject is spedjzc design standards. Please verify that this is the case. Indusian of the pit boundary an Exhibit
13-23.1A, as shown on Exhibit 13-23.1, would be helpful. On the new road K Construction Summary page text,
applicant states that this culvert is "a temporary 36-inch culvert that directs temporary flows from the disturbed area
to Pand 017. This culvert will be removed once drainage roncerns are decided and approved by dhe Division and
SCC': Please clarify on both the exhibit and the construction summary page that the
culvert is located on a travel route within the immediate mine pit area. Also, the
construction summary page is designated 13-57-2, tvhich tvould appear to be an error, since
Appendix 13-SI pertains to Pond 016A "As-Built". The erroneous page designation will
need to be corrected.
