In addition, as requested in the <br />Division's May 15 letter, a discussion regarding maintenance of the <br />alternative sediment control measures should be included in the <br />demonstration as the Division would expect these structures to be <br />maintained on a regular basis. <br />The Division finds the removal of the mid-slope and toe silt fences <br />on the fan bench cut acceptable as it is impractical to install and <br />maintain the fences on this slope. Their presence will not control <br />erosion or reduce sediment. It is the Division's understanding <br />that a product called Soil Guard will be sprayed on this cut slope, <br />which should control erosion of the slope. <br />MCC refers to the installation of additional "back-up" to each of <br />the structures mentioned in the demonstration. Please explain what <br />the additional back-up includes. <br />The installation of the livestock fence has been submitted as Minor <br />Revision ,#161. <br />Regardless of the state of the topsoil stockpile, under <br />construction or completed, sediment control as designed in the SAE <br />demonstration should be in place at all times. <br />The designs which consider the light-use road in the demonstration <br />and the relocation of the upper diversion ditch were included in a <br />package submitted by Greystone on July 5, 1995. Comments regarding <br />this package follow in the next section. <br />Additional Adecuacv Comments <br />1. The revision to the demonstration which relocates the upper <br />diversion ditch and adjusts the size of watersheds is <br />acceptable. <br />2. Enclosure 1 should be revised to show where D-1 breaks across <br />the light-use road above the underground development waste <br />pile and below the topsoil pile. <br />3. Enclosure 2 should be revised to show Watershed 1. In <br />addition, a better copy of the enclosure should be provided <br />which more clearly shows the contours. <br />4. Ditches D-1 and D-4 are not entirely considered clean-water <br />ditches because they convey flow from the light-use road. <br />While drainage from roads is not required to go through a <br />sediment pond, they should be maintained to control or <br />
