Rule 2.08.4(3) Any extensions to the area covered by a permit, except <br /> for incidental boundary revisions, shall be made by an application for <br />• a new permit. <br />COMMENT: Permit revision is not necessary for the mine bench stabili- <br />zation project. <br />Rule 2.08.4(4) Application requirements. An application for all types <br />of revisions of a permit shall contain: <br />(a) An identification of the permit by permit number or <br />other appropriate reference which is the subject of the <br />revision; <br />COMMENT: The technical revision is being requested under <br />permit C-047-81 for the Blue Ribbon coal mine in Delta County, <br />Colorado. <br />(b) A specific description of the requested change in the <br />terms of the permit; <br />COMMENT: First, reference will be made to the location of <br />permit requirements that are changed by this technical <br />• revision request. Pages 105-107 of the permit application <br />as revised Sune 15, 1982 discuss ponds, impoundments, and <br />diversions. Since the mine bench stabilization project will <br />extend into the area which now contains Pond 112, that pond <br />will be eliminated, and alternate but equivalent sediment <br />control will be accomplished. That subject is discussed later <br />in this technical revision application. (See Appendix 1-A.) <br />Final sediment control design will be included in Appendix 1-B. <br />The discussion on the mine bench in the section 2.05.4 <br />Reclamation Plan, page 108, as revised .tune 15, 1982, will be <br />modified by the final design under this technical revision <br />request. On page 108, Blue Ribbon committed itself to the geo- <br />technical solutions as proposed in Appendix D of the application, <br />• or equivalent work.
