In addition, the total proposed surface disturbance of <br />approximately 0.46 acres is small relative to both the Southfield disturbance <br />area and the associated drainage area. <br />Both the existing Monarch No. 4 mine workings and the planned Southfield <br />workings, which will extend into adjacent underground areas, slope to the <br />northwest away from the surface. There is no evidence of groundwater <br />discharge to the surface from the underground workings and none is <br />anticipated. <br />EFCI plans to establish containment ditches and berms prior to site grading <br />or other surface disturbance. Berms will be established upgradient from <br />both the fan installation and cut material stockpile. The berm above the fan <br />will protect the f~a` i~ns~ llaryti~on~i ro~mM ~p~~e d +ibQge~ diverting associated <br />• runoff to the adjacent containment ditch. The berm upslope from the cut <br />material stockpile vyill,intercept and divert runoff from undisturbed upslope <br />DorA2C. <br />areas. Containment ditches and berms will be used to control disturbed <br />area runoff from the fan installation, the lower portion of the existing power <br />line access road, and the cut material stockpile. The locations of these <br />drainage control structures are shown on the South Mine Fan Installation <br />Map, (Map 301. Hydrologic calculations used to size the proposed drainage <br />structures are included with this application package as inserts to Exhibit <br />19, Drainage and Sediment Control Plan. <br />Given the noted considerations which address all applicable exemption <br />requirements of Rule 4.05.213), coupled with the limited precipitation and <br />runoff in this area, EFCI requests approval of a small area exemption for the <br />proposed disturbance. Detailed justification for the small area exemption <br />• request is provided for insertion in Exhibit 19, Drainage and Sediment <br />Control Plan. <br />A Q /nt. • P.O.
