• Soutl(Jield Mine Minor Revision Request No. 20 -South Fan Instal/noon • 9 <br />road length is approximately 1.7 miles with approximately 1.4 miles of the <br />road outside of the Southfield permit area. The entire light-use road is on <br />lands controlled by EFCI under a coal lease and surface use agreement with <br />the Corley Company. <br />The portion of the light-use road from the junction east of the GEC East Pit <br />to the Monarch No 4. Mine is currently maintained by the landowner to <br />provide access to the upper portions of his property. Both this section of <br />road and the road crossing the GEC Pit area are in good condition and will <br />require no modification or improvement in conjunction with the proposed <br />activities. EFCI will grade this road prior to use to provide a smooth <br />operating surface and remove existing rocks and debris and wilt then <br />maintain the road on an as needed basis under an agreement with the <br />landowner. In order to provide effective drainage control for those portions <br />• of the road within the permit area, EFCI will construct and maintain <br />appropriate drainage structures as shown on the South Mine Fan Installation <br />Map, (Map 301. Design calculations for these structures are included with <br />this application package as inserts to Exhibit 19, Drainage and Sediment <br />Control Plan. <br />With the exception of necessary movement of equipment and supplies <br />during construction and installation, the light-use road will be utilized only <br />for the daily fan inspection required under applicable MSHA regulations and <br />any periodic maintenance or necessary repairs. This will normally involve <br />one light-vehicle round trip daily and is consistent with the light-use <br />designation. <br />Establish Alternative Drainage Control <br />• The entire area to be disturbed by the proposed activities has been <br />disturbed by the previous mining activities and no significant reclamation <br />AQ lnc. • P.O.
