In addition to the neighborhood compatibility meeting, Gosney and Sons, Inc. have had additional meetings with neighbors interested in the Master Plan proposal at 6699 CR 521, Bayfield. The additional meetings have enabled Gosney and Sons, Inc to better understand the concerns of the neighbors and the neighbors to better understand the constraints and issues on the part of Gosney and Sons, Inc. On the issue of the type and timing of the visual mitigation or screening with landscaping, we have come to the following agreement and would request the County to change their recommendations to reflect these ideas: - trade out the Phase 1 trees ~ shrubs and berming for tree planting only in Phase 3 at mutually designated areas along Phase 3's eastern boundary in the spring of '93. (instead of 24 trees 8 48 shrubs in phase 1 with berming, 27 trees 8 54 shrubs will be planted in Phase 3 without berming). The Phase 1 trees will be planted with the commencement of mining in Phase 3 and the completion of the shop/yard complex. - Maintenance terms are agreed to as follows: - for a period of two years, including replacement for the length of mining operations in any particular phase, of trees lost to owner equipment damage, lack of ordinary maintenance but not for losses due to vandalism, trespassing persons or machinery. Losses due to acts of God or nature shall be replaced in the first two years only after initial planting. Replacement will be defined as like or similar species and sizes as originally planted at an appropriate season. - noxious weed control, livestock control with ordinary methods; wildlife damage control with ordinary methods or repellants or lower tree trunk protection. Noise Mitigation: - Gosney and Sons, Inc will work on placement of the crusher and stockpiles to minimize noise heard to the east of all phases.
