<br />supplement the Pad #2 material, but that is not certain. If we did use Cresson ore in addition, <br />it would likely be placed between rows of Pad JY2 material as we explained above. To provide <br />adequate flexibility, we are asking that approval be provided to use either material, the Cresson <br />ore or the Pad #2 material. <br />Either material would be required to meet the grain size specification presently approved in the <br />permit. No change in that material specification is requested. That specification is listed on <br />page 2200.0-4 of the approved CONSTRUCTION QUALITY ASSURANCE (CQA) PLAN and <br />reads as follows: <br />6. Drain Cover Fill -processed, free draining, well graded Cresson Ore <br />placed in the Pregnant Solution Storage Area or spent heap leach ore from <br />the No. 2 Carlton Heap Leaching Facility placed on the remainder of the <br />pad conforming to the following SPECIFICATIONS: <br />Pregnant Solution Storage (CC&v note: also requested for other areas) <br />Areas: <br />U.S. Standard Percent Passing <br />Sieve Size by Dry Weight <br />1.5-inch 100 <br />3/4-inch 70 - 100 <br />3/8-inch 40 - 70 <br />No. 4 5 - 50 <br />No. 40 0 - 20 <br />No. 200 0 - 8 <br />Plasticity Index: 0 <br />In order that we ensure that oversize rocks are not incorporated in the Drain Cover Fill material <br />from Pad #2, we have instituted a program to visually screen all materials both at their origin <br />(Pad #2) and when placed on the Valley Leach Facility. This program has been developed in <br />four parts. First, a visual inspection to remove any oversize material from the liner along with <br />measures to control wrinkles has been in place since the start of Drain Cover Fill placement. <br />Second, a more explicit protocol was instituted to ensure that adequate QA and labor personnel <br />were present. Third, the protocol was strengthened in response to a brief omission of adequate <br />personnel. Fourth, additional measures were undertaken to control the source material. These <br />elements are in addition to the specifications that are an integral part of the permit. <br />I believe you are in receipt of the memorandum from Golder Associates, Inc. to Bateman <br />Engineering, Inc. regarding "Drain Cover Fill Placement Procedure" dated October 11, 1994. <br />2 <br />
