You are also in receipt of our letter of October 24, 1994 in which we directed no dozer
movement without Golder Associates' approval. Then, though we have not completed writing
the response required by Dr. Pendleton's November 2, 1994 memorandum from which this
recommendation originated, we have directed routine evaluation of the source of Pad #2 material
by Golder Associates QCA personnel as well as specific instructions to loader operators to
avoid, or place aside, azeas of Pad #2 material that contain excessive oversize rocks (> 1.5
inches). This source-control procedure is based on the results of four additional grain size sieve
analyses conducted as QC samples of the material exposed on the active face of Pad #2. The
sampling technique and locations were as directed by Dr. Pendleton. All four samples were with.
specifications. The test data are being submitted with our letter responding to Dr. Pendleton's
memorandum. All steps required as a result of Dr. Pendleton's memorandum and visit have
been completed as has been discussed with you and other inspectors.
As we discussed, not only is this request a return to our originally-accepted proposal to use Pad
#2, but it also allows use of more material that is generally smoother or more rounded than is
freshly-crushed ore. Interface testing of both Pad #2 material and the Cresson ore has been
successfully conducted. Approval of this request would allow CC&V to immediately cover the
PLS with a protective 3-foot layer.
CC&V also wishes to note that this change of source should extend to the Select Drain Cover
Fill that is specified to surround the riser pipes. The numeric technical specification identifies
the source of this crushed and screened material, as does the text of the CONSTRUCTION
QUALITY ASSURANCE (CQA) PLAN, as the Cresson Mine. While that may yet be the case,
it would be prudent to allow the source to also be Pad #2. The technical specification for this
material would continue to be as approved. That existing specification is repeated below.
7. Select Drain Cover Fill -processed, free draining, poorly graded Cresson
Ore placed around the vertical riser pipes conforming to the following
SPECIFICATIONS:
U.S. Standazd Percent Passing
Sieve Size by Dry Weight
I-inch 100
3/4-inch 30 - 70
1/2-inch 0
Plasticity Index: 0
In view of your request that this be submitted as a Technical Revision to the subject permit, the
fee for a Technical Revision, in the amount of $875, is enclosed.
3
