<br />~~ <br />FINDINGS OF FACT <br />6. Golden is located on Clear Creek in Jefferson County. Its municipal <br />water supply is diverted at a point (which also serves as the point of diversion for <br />the Church Ditch), approximately I mile west (upstream) of Golden. Golden's <br />water is treated by conventional water treatment methods and delivered to <br />Golden's customers. The water system service area generally coincides with the <br />Golden city limits. The great bulk of Golden's sewage is collected and conveyed <br />to the Coors/Golden General Wastewater Treatment Plant ("GWTP") where it is <br />treated and discharged back to Clear Creek. <br />7. Pertinent facilities are as follows: <br />A. The GWTP discharges to Clear Creek about .7 miles below the <br />headgate of the Farmers High Line Canal <br />B. The Croke Canal diverts from Clear Creek approximately one <br />half mile below the GWTP point of discharge. It is so located to receive the <br />entire discharge of the GWTP. The Croke Canal is a primary source of raw water <br />for Standley Reservoir. Standley Reservoir is about 15 miles down the canal from <br />Clear Creek. <br />C. Standley Reservoir is the terminal raw water storage facility for <br />• Thornton, Westminster, Northglenn, and approximately 150 agricultural users in <br />the Standley Lake Division of FRICO. The three cities take water from the lake <br />by pipelines directly to their water treatment plants. The pipelines take raw <br />water from a common outlet near the bottom of the reservoir. Standley Reservoir <br />receives water from the Croke Canal, the Farmers High Line Canal, the Church <br />Ditch and lesser amounts from other tributaries of Clear Creek and the South <br />Platte River. <br />8. The water rights presently used by the objectors, so far as is relevant <br />to these proceedings, include: <br />A. Thornton: <br />1. Interests in the Church Ditch, the Farmers High Line <br />Canal and Reservoir Company, and the FRICO Standley Lake Division. <br />B. Westminster: <br />I. Interests in the Church Ditch, the Farmers High Line <br />Canal and Reservoir Company, the FRICO Standley Lake Division and rights from <br />Coal Creek diverted to Standley Reservoir through the Last Chance Ditch. <br />C. FRICO is a Colorado corporation operating as a mutual ditch <br />company for the benefit of its shareholders, including Westminster and Thornton. <br />It is divided for water delivery purposes into four divisions. <br />Approximately 50 percent of the Standley Lake division shares <br />• are owned by Thornton and Westminster, and 50 percent remain in traditional <br />agricultural uses.
