These Findings of Fact, Conclusions of Law, Judgment and Decree <br />supplement a decree entered separately but concurrently herewith under the same <br />case number granting to the City of Golden certain changes fn water rights and a <br />plan for augmentation. The matters contained herein supplement that decree and <br />detail those aspects of the application by Golden that are denied. The Statement <br />of the Case and Findings of Fact contained herein are those relevant to <br />determination of these issues. Additional procedural matters and Findings of Fact <br />are stated in the concurrent decree. <br />2, As used herein the term "Objectors" refers to Thornton, Westminster <br />and FRICO, since Coors' interests are generally aligned with Golden's. <br />3. Generally, Golden seeks to divert up to 20 c.f.s. out of priority from <br />Clear Creek at its municipal intake, and to replace the water so diverted with a <br />substitute supply derived from various sources, some of which consists of treated <br />sewage effluent. The issue resolved here is whether the portion of Golden's return <br />flow made up of treated sewage discharged to Clear Creek immediately above the <br />objectors' point of diversion meets the quality requirements of C.R.S. S3?-92- <br />305(5) and 537-80-120. <br />4..
