The reclamation of the site requires some modification for clarification. The reference to cost
estimates included in revision applications as being in Appendix A, Volume I-B, might be
changed to read Volume I-A. In addition, a discussion of current practice would be appropriate.
Cost estimates are submitted in accordance with Rule 2.05.4(2)(b) with revision applications.
However, the Division estimate (reconciled estimate) is used. This procedural description might
be included in the last sentence of page 2.05-98. For example, the last sentence might read
"Please see Appendix A, Volume I-A, for all bond calculations, applicant (initial) and
reconciled (Division) estimates, for minor, technical, and permit revisions.
A typographical error of "divisions" on page 2.05-99, line 19 might be changed to read
"diversions".
The reclamation of the Mine Water Recycling System described on page 2.05-65.3 is not
adequately described (in sequence, see page 2.05-106.1).
Rule 2.05.4(2)(d) Redistribution of topsoil.
A reference is made to depths of redistributed topsoil under Rule 2.05.4(2)(b) and Map 29,
Reclamation. A depth of 0.8' to 0.7' is indicated on Map 29.
Rule 2.05.4(2)(e)(iii) Methods to be used in planting and seeding;
A reference is made on page 2.05-112 for seeding methods, but none was found.
Rule 2.05.5 Postmining Land Uses
The permit is in compliance with this rule. Postmining land uses are rangeland, pastureland and
cropland (see page 2.05-123.1).
Rule 2.05.6 Mitigation of the Impacts of Mining Operations.
The permit is in compliance with this rule. See locations as described below.
