Rule 2.05.3(3) Mine facilities. <br />The permit is in compliance with this rule, with some shortcomings. Discussions start on page <br />2.05-17.2. A typo on page 2.05-73, line 38, that reads "1888" might be changed to read <br />"1988". <br />Rule 2.05.3(3)(c) reclamation <br />Adding ripping and scarifying to the "grading" on line 15 of page 2.05-67 would bring the <br />reclamation of roads into full compliance with Rule 4.03.2(7)(a)(iv). <br />Rule 2.05.3(4) Ponds, impoundments, other treatment facilities and diversions. <br />The permit is neazly in compliance with this rule. Discussions start on page 2.05-75. Designs are <br />in Exhibit 8(s), except for the sewage lagoon at the Fish Creek Tipple. A typo on page 2.05- <br />76.1, line 40, that reads "there" might be changed to read "this". Descriptions of the <br />reclamation of Pond G on page 2.05-76.2, the reclamation of the Fish Creek Borehole <br />impoundments on page 2.05-77.1, and the reclamation of the Eastern Mining District <br />Borehole sump on page 2.05-78, are missing. <br />Rule 2.05.3(5) Topsoil. A narrative explaining the method of removal and the amount to be <br />removed and the plan for storage of topsoil, subsoil, and other material within the permit area <br />subject to requirements of the topsoil removal performance standards of 4.06.2. This narrative <br />shall specify the depth of material to be salvaged from all disturbed areas based on the soil <br />information required by 2.04.9 and shall specify the volume of each type of material to be <br />salvaged. A map of any proposed storage structures shall accompany the narrative. The maps <br />shall be prepared according to the requirements of 2.10. <br />The permit is in compliance with this report. Discussion starts on page 2.05-84.1. <br />Rule 2.05.3(7) Coal Handling Structures. <br />The permit is in compliance with this rule. Discussion starts on page 2.05-86. Reclamation is <br />described on page 2.05-102. <br />Rule 2.05.3(8) Coal Mine Waste And Non-Coal Processing Waste. <br />The permit is in compliance with this rule.
