Rule 2.04.13(1) By February I5, or other such date as agreed on, each permittee shall fale an <br />annual reclamation report covering the previous calendar year for all areas under bond. The <br />report shall include, but not be limited to, text, discussion and maps which address: <br />The reports are due by March 15 of each year (see page 2.04-82). <br />Rule 2.05.2 Operation Plan -Estimated Area for Life of Operation. <br />The permit is in compliance with this rule. Information starts on page 2.05-1. However, there are <br />two editorial errors. "Volume 2A", on page 2.05-15, line 6, should read "Volume IA). A <br />reference to page 2.05-54(f)(40), line24 of page 2.05-15, needs to be corrected. A typo of <br />"cents" could be corrected to read "centers" on page 2.05-16, line44. A typo of "180 °" <br />could be corrected to read "180 "' on page 2.05-17, line 48. <br />Rule 2.05.3 Operation Plan -Permit Area Each application shall contain a detailed description <br />of the specific mining operations proposed to be conducted within the permit area. This <br />description shall include, at a minimum, the following: <br />Rule 2.05.3(1) Production methods and eguipment. A narrative description of the specific type <br />and method of coal mining procedures and proposed engineering techniques, anticipated annual <br />and total production of coal by tonnage, and the major equipment to be used for all aspects of <br />those operations. <br />The permit is in compliance with this rule. The Foidel Creek Mine is an underground mine, <br />primarily by longwall. See discussion starting on page 2.05-8. Production is in excess of <br />6,000,000 - 10,000,000 tons per year. (See also page 2.05-9) However, there has been some <br />indication that production is to increase to 12,000,000 tons per year. The applicant is asked <br />to validate the current entry. <br />Rule 2.05.3(2)(b) Underground Mining. A detailed narrative and appropriate map(s), prepared <br />according to the standards of 2.10, suffrcient to describe all proposed surface disturbances to be <br />associated with the underground mining activities within the permit area. Each operation plan <br />shall include a narrative, cross sections, map(s) and timetable(s) sufficient to describe the areal <br />extent of the proposed underground workings and the stratum to be affected. <br />Discussions start on page 2.05-11.1. The areal extent information on page 2.05-13, line 25, <br />needs to be updated. The Division data bank currently carries a permit area of 22,580 acres and <br />an affected area of 15,706 acres. The addition of 7,689 acres (see page 2.05-16) increases the <br />acreage above that recorded in the Division database, as does the addition of 2,482.6 acres <br />as indicated on page 2.05-17.2 (line 4) and the 2,779.2 acres of line 23. The mine plan, Map <br />23, projects future mining beyond the 5-year mine plan limits. Advance of underground mining is <br />monitored by Division inspections.
