but possibly not prior to exposing ground water at the site because the site is <br />currently in compliance under an approved Substitute Supply Plan (SSP) with <br />the State Engineer Office (SEO). <br />4. An SEO Initial Liner Test is currently being set up at the site to test the slurry <br />wall this fall with the site in an unmined condition in accordance with SEO <br />discussions and approvals. Documentation of SEO Initial Liner Test <br />requirements being satisfied and the results of the test will be submitted <br />separately following conclusion of the test per Stipulation No. 2. The site will <br />meet SEO requirements under the existing SSP until approval of the site by <br />the SEO as a Sealed Water Storage facility. <br />5. Stream stabilization and restoration work along the South Platte River has <br />been completed as a cooperative project with Urban Drainage and FIood <br />Control District (UDFCD}. <br />6. The site presently consists of abandoned agricultural land lying donnant until <br />future mining and reclamation as sealed water storage. A small pazcel <br />southeast of the relocated McCann Ditch is outside the slurry wall. That <br />parcel is currently permitted as an optional mining phase and may remain <br />unmined, or may be mined and reclaimed as and open lake, wetlands or <br />developed depending upon economic conditions. <br />Otherwise the site is mostly covered in grass and annual weeds in a condition similar to <br />when it was acquued approximately 10 years ago. During the June 27, 2006 inspection <br />DRMS noted Scotch Thistle as being prevalent in a small portion of the site in the <br />southeast corner near and in the relocated McCarm Ditch. The Division noted the <br />problem (Rule 3.1.10(6)) and directed submittal and implementation of a Weed Control <br />Technics[ Revision (TR). <br />During a subsequent site inspection by Mr. Waldron (accompanied by Mr. Carl Mount) at <br />an adjacent BorallReady Mixed facility on August 25, 2006, additional noxious weeds <br />other than the Scotch thistle were noted at scattered locations on the Erger's Pond Pit site. <br />These included: <br />• Canada thistle <br />• Musk thistle <br />• Leafy spurge <br />• Field bindweed <br />• Diffuse knapweed <br />• Tamarisk <br />This Weed Control Plan has been developed to attempt to address all the noxious weed <br />control issues noted by DRMS to date. <br />METHODOLOGY <br />Areas infested with the identified noxious weeds within the permit boundary will be <br />addressed by initial assessment and spraying by a contractor with appropriate experience <br />
