PART 6.0 EARTHWORKS CONSTRUCTION OUALiTY ASSURANCE <br />Construction of the valley leach facility or specified earthworks shall be in accordance with the <br />• DRAWINGS and SPECIFICATIONS. A CQA monitoring and testing program shall be implemented by <br />CC&V to ensure construction compliance by the CONTRACTOR. The CQA testing program shall <br />consist of construction testing of materials used in the valley leach facility construction. The types of <br />materials are defined in the SPECIFICATIONS. During constuction, the CQA Monitor shall sample and <br />test these soil types to determine if they meet SPECIFICATIONS. The CQA Monitor shall obtain and test <br />soil samples in accordance with American Society for Testing and Material standards ASTM D75 and <br />ASTM D420. All tests shall be performed by the CQA Monitor on-site or in a geotechnical laboratory <br />approved by MANAGER. <br />6.01 CONSTRUCTION TESTING: <br />During construction, the CQA Monitor shall test all earthwork components to verify that the construction <br />is in accordance with the SPECIFICATIONS. Testing shall be performed on all soil used in the <br />construction to confirm the materials meet SPECIFICATIONS. The CQA Monitor shall conduct testing <br />after final placement of the materials. The tests to be performed, and the testing frequency, for each <br />material type aze listed in Tables 1 and 2. The testing frequencies specified in Tables 1 and 2 shall be <br />increased when the CQA Monitor determines that construction conditions (such as adverse weather, <br />equipment breakdown, improperly ballasted compactor, excessive lift thickness; improper soil type, <br />improper moisture conditioning and compaction) warrant additional tests. Additional tests will be <br />approved by MANAGER and dJrected by the CQA Monitor. <br />6.02 CONSTRUCTION MONITORING: <br />The CQA Monitor will monitor and test all earthwork quality assurance components of the construction to <br />verify that the construction is in accordance with the SPECIFICATIONS. The CQA Monitor shall <br />identify inadequate construction methodologies or materials that may adversely impact the performance of <br />• the facility being constructed and existing structures. The CQA Monitor will record visual observations <br />throughout the construction process to ensure that the materials are placed to the minimum dimensions as <br />shown on the DRAWINGS. Quality control testing will be performed by the CONTRACTOR. <br />6.02.01 FOUNDATION PREPARATION: <br />The CQA Monitor shall observe and document the foundation preparation including: <br />® stripping and excavation activities to ensure that CONTRACTOR places the material in <br />the appropriate stockpile (Structural Fill, Select Structural Fill, Underdrain Fill, Leak <br />Detection Fill, Low Volume Solution Collection Fill, Bedding Fill, Soil Liner Fill, Drain <br />Cover Fill, Fine Shaft Backfill, Pipe Bedding Material and Granulaz Filter Material), if <br />stockpiling is necessary; <br />® stockpiling activities to verify location of stockpile, material type, and dressing; <br />® excavations for moisture seeps, unsuitable foundation soil, elevation, and proper <br />drainage; <br />® subgrade preparation to confirm that the surface of the subgrade is free of soft, organic, <br />and otherwise deleterious materials (such as debris, branches, vegetation, mud, ice, or <br />frozen materials); and that soil and rock surfaces that contain joints or fractures aze <br />adequately filled in accordance with the SPECIFICATIONS; <br />• ®placement of end berm and regraded ore slope material to confirm that it complies with <br />Section 02200 of the SPECIFICATIONS; and, <br />Section 01400.1 Page 5 of 10 March 22, 2000 <br />Earthworks CQA Plan Golder AssOCiates Revision 5 <br />I:\O4JOB5\09]-21]OWC CERrQ~"ICATION REPORIIPHASE NC OSA CER]1APPENDIC~S~APPENDIX E TECFiMCAL SPECIFICAiiONS\01400IA5 DOC <br />
