Page 3.02-2, the submission overlooks the American Home Asswance bond in the amount of <br />$16,723, for exploration work within the Permit boundary (resowce confirmation work). Please <br />include this bond in the overview in revised pages. <br />C. Exhibit 13 <br />1. Page 1, line 11, the "next five-year permit term" lacks specificity. Please identify the time <br />period (month year) in parentheses after this entry in revised pages. <br />D. Reclamation Cost Estimate <br />As a result of ow review, we have the following questions and comments. <br />1. Pages B-1 through B-3, dozer productivity for pit regrading (please correct the estimate as <br />appropriate): <br />a. Colowyo used a visibility factor of 1.0. As agreed upon in 1991, the appropriate factor <br />for double shift work is 0.9. <br />b. Colowyo used an operator efficiency factor of 0.85. In 1991, CDMG and Colowyo <br />agreed that 0.80 was appropriate for double shift work. <br />c. Colowyo did not include an altitude deration in its estimate. At elevations at or above <br />above 7500, the Caterpillar Handbook suggests an altitude deration factor of .94 for a <br />D10N. <br />d. Colowyo based its production on a 50 minute how. As agreed upon in 1991, the basis <br />for double shifts is a 48.6 minute how. <br />2. It does not appeaz that Colowyo has included a cost for removing and replacing topsoil at the <br />West Pit drainage cut. It is not appazent that topsoil will have already been removed from the <br />entire drainage cut. Please include costs for topsoil removal and replacement, or provide <br />additional information which verifies that topsoil will have been removed. [f the topsoil will <br />have been removed, its stockpile location and replacement costs need to be addressed. <br />3. Pages B-3 through B-l0 (scraper productivity sheets): <br />
