James A. Kilter
Z9 Sep 9i
Page 3 oj6 Pages
a. On page B-5, Colowyo's estimate does not include a dump and maneuver time (should
be 0.6 minutes). Please revise the estimate as appropriate.
b. On Page B-3, CDMG measured the haul distance at 4,100'. Colowyo used 3,535'.
Please verify the haul distance or revise the estimate.
c. Colowyo based its production on a 54 minute hour. As agreed upon in 1991, the basis
for single shift topsoil replacement is a 50 minute hour. Please revise the estimate as
appropriate.
d. Colowyo did not include an altitude deration in its estimate. At elevations at or above
7500, the Caterpillar Handbook suggests an altitude deration factor of 0.95 fora 637E,
and 0.92 fora 627E. Please include an altitude deration in the estimate.
4. With regard to truck and loader productivity sheets:
a. The first segment of (equipment travel route) 15AII, on page B-23, is 0.0% in the
Colowyo estimate. CDMG measured the segment slope at +3.6%. Please verify or
revise the estimate.
b. The Caterpillar Handbook indicates the maximum heaped capacity of a 777C haul
truck is 67.10 loose cubic yards (Icy). Colowyo used (estimate) 78.22 Icy. Please revise
the estimate.
5. For all of the earthmoving tasks, Colowyo uses the same value for material density whether it
is bank or loose. The Caterpillaz Handbook uses a higher weight for bank material than for
loose. Please revise the estimate or explain use of the constant value.
6. For topsoil replacement tasks, Colowyo uses a material weight of 2,500 pounds when moved
by scraper, and 2,400 when moved by truck. Please revise the estimate or explain this
discrepancy.
7. With regard to facilities demolition costs:
a. Conveyor removal costs used by Colowyo are $10.92 per linear foot. This is
acceptable for overland conveyors. Please revise the costs for elevated portions using
$30.00 per linear foot, as in the 1991 estimate.
b. In addition to the tank removal costs estimated by Colowyo, CDMG anticipates an
additional cost to haul the tanks to a certified dump, and to insert dry ice into the tanks for
