to grant an exemption from these requirements. This exemption applies
to the entire disturbed area (4.05.2(3)(a)).
B. Surface Water and Groundwater Monitoring
On June 1, 1989, the Division approved a technical revision to suspend
hydrologic monitoring at the mine site. Information concerning ground
and surface water is located in Section 2.04.7 of the permit.
II. Topsoil
A. All topsoil that was salvaged during the mining operation has been redistributed
over the disturbed area in accordance with the reclamation plan. Information
about soil resources can be found in Sections 2.04.9 and 2.05.4 of the permit.
III. Sealing of Drilled Holes and Underoround Openings
A. All exploration drill holes and monitoring wells have been sealed and reclaimed in
accordance with the permit. Information concerning the sealing of these explora-
tion holes can be found in Exhibit 9 of the permit.
IV. Backfillina and Grading
A. As noted earlier, Kaiser Resources has completed all backfilling and grading at the
mine site. A Phase I Bond Release was approved on November 19, 1990.
V. Reveoetation
A. The Division has approved the use of introduced species in the reclamation seed
mix. The applicant has submitted information which shows that the introduced
species are desirable and necessary to achieve the approved post-mining land
use, and are not poisonous or noxious. Due to limited success of woody plants
(shrubs) and warm season grasses, approximately 60 acres of the reclaimed area
was reseeded with a Blue Grama, Sideoats Grama, Winterfat, and Rubber Rabbit-
brush mix. This was planted on top of the approved seed mix.
B. Methods to measure herbaceous cover and production, species diversity, and
woody plant density are discussed in Section 2.04.10, Tables 11 and 12, and
Exhibit 8.
Sample locations for cover and production will be randomly selected on reference
and affected areas by use of a numbered grid system (interval = 50 meters on
the ground) overlain on the vegetation map of the mine permit area. This in turn
will be overlain with the areas actually disturbed by mining. Arandom-numbers
table will be used to identify coordinates for the sample locations. Sample
10
