locations will be numbered and shown on the map. Sample locations in the field
will be determined by pacing from recognizable landmarks.
A minimum of 15 cover and production samples will be taken, then sample
adequacy will be calculated using the formula:
Tz S2
Nm~ = Dz
Where: Nm;, =The minimum. number of observations ,needed
T~ = 1.28 for the 80°h of confidence level, and
1.64 for the 90°,b confidence level
S' =.Variance of initial sample
D = .1 x sample mean tx) times level of accuracy
(t 10°,GI
Sampling will continue until the required number of samples to meet adequacy
has been taken, up to a maximum of 50 on affected areas and 50 on each
reference area; the confidence level achieved with the maximum number of
samples will be calculated if Nā€žā€ž, is greater than the maximum number taken.
C. Comparisons between reclaimed and undisturbed areas, in order to demonstrate
that success criteria of 4.15.8, 4.15.9, or 4.15.10 have been met, will be based
on the following:
Cover: Vegetation cover will be restored on the disturbed area.to 90 percent of
the vegetation of the reference area.
Production: Vegetation production will be restored on the disturbed area to
90 percent of the vegetation on the reference area.
Species Diversity: Establish a minimum of two cool season grasses, two warm
season grasses, two fortis, and two species of woody plants. No single species
will comprise more than 40 percent relative cover nor less than three percent
relative cover on the revegetated area.
The Division proposes to approve the basis for this comparison.
D. The Division proposes to approve of the reference areas which the applicant has
selected based on the requirements of Rule 4.15.7(3).
E. The reference areas will be utilized to determine revegetation success in a manner
which the Division finds acceptable (4.15.7(4)).
VI. Protection of Fish. Wildlife. and Related Environmental Values
A. The applicant has proposed the use of persistent pesticides on the site during
reclamation activities. The Division proposes to approve this usage (4.18(41(8)1•
11
