-- ~ - - <br />-- - y <br />Mr. Stephen Self - 3 - April 4, 1985 <br />Stipulation No. 8: <br />Within three months of permit issuance, the permittee will prepare and <br />submit to the Division for approval an appropriate analytical <br />demonstration of the proposed topography's slope stability. "Worst <br />case" situations from cross sections in the application would be <br />acceptable. The report prepared by Lambert & Associates included in <br />the application should provide the necessary material strength <br />parameters. <br />Comment: The material strength parameters of the material that is proposed <br />to be used is different from that which was originally tested. <br />Therefore, additional analyses of the new material had to be <br />performed. For this reason, an extension to Stipulation No. 8 is <br />granted. On April 3, 1985, a response to this stipulation was <br />received. It will be reviewed for adequacy and any comments will <br />be forwarded in a separate letter. <br />Stipulation No. 9 <br />Within three months of permit issuance, and prior to initiation of <br />construction of the proposed waste pile, the permittee will amend the <br />waste pile construction plan so as to eliminate discharge or collection <br />pipes as components of the subdrain system. <br />Comment: As above, an extension to this stipulation was granted. On <br />April 3, 1985, a response to this stipulation was received. It <br />will be reviewed for adequacy and any comments will be forwarded in <br />a separate letter. <br />Stipulation No. 10 <br />Within one month of permit issuance the permittee will submit a plan <br />for storage and disposal of non-coal waste in compliance with Rules <br />2.05.4(2)(f) and 4.11.4. <br />Comment: A plan for storage and disposal of non-coal waste has been <br />submitted and approved. Stipulation No. 10 is satisfied. <br />Stipulation No. 11 <br /> <br />Within one month of permit issuance, the applicant will commit to <br />implementation of the subsidence monitoring plan as recommended by the <br />consultant's report contained within the application. <br />
