<br />Mr. Stephen Self - 2 - April 4, 1985 <br />Stipulation No. 4 <br />The permittee must identify the amount of water lost through the system <br />and identify, at a minimum, alternative sources of water for <br />augmentation. The information should be supplied to the Division <br />within 50 days of permit issuance. <br />Comment: Given that the irrigation season is not yet underway and current <br />consumptive usage at the mine is not significant, the request for <br />extension of Stipulation 4 is granted. The new compliance date is <br />A ril 30 1985. Since the extension to this stipulation <br />consrtes a change to a condition of the permit, it must be <br />handled through the revision process. Enclosed please find the <br />Minor Revision approval for this extension. <br />Stipulation No. 5 <br />Based on vegetation cover data included in the application, the <br />revegetation success standard for the Eastside mine is set at 35%. The <br />vegetation cover standard of 20% as proposed and discussed on Pages 118 <br />and 118A of the application shall be revised within one month of permit <br />issuance. <br />Comment: The revegetation success standard revision has been accepted. <br />Stipulation No. 5 is satisfied. <br />Stipulation No. 6 <br />Within one month of permit issuance, the applicant's seed mix will be <br />revised to list adapted species of bluegrass, buckwheat and lupine, or <br />acceptable substitutes. <br />Comment: The revised seed mix containing Poa ampla, Artemisia frigida, and <br />Phlox hoodii has been accepted. Stipulation No. 6 is satisfied. <br />Stipulation No. 7 <br />Within 3 months of permit issuance, the permittee will submit <br />information to the Division verifying the existing power lines are <br />constructed as required by Rule 4.18 to insure the protection of large <br />raptors. <br />Response: The Division requires additional information in order to evaluate <br />power line construction with respect to compliance with Rule <br />4.18(3). A diagram of pole construction, or a copy of the <br />referenced publication may satisfy this requirement. Minimum <br />standards for raptor protection are set forth in REA Bulletin 61-10. <br />
