Cripple Creek & Victor Gold Mining Company Traffic Study <br />• Currently there are several access points in close proximity to each other at the Carlton <br />location. Also at this location, mine traffic must cross the highway to move from one part of <br />the mine to another. The highway realignment will indirectly resolve several issues. The <br />realigned highway will move mine access to one specific location, and will eliminate the need <br />for mine operations traffic to cross the highway. <br />The realigned highway segment is anticipated to be completed and open to the public by <br />2003. Since this is about the same time the mine employment is expected to peak under <br />Amendment No. 8, the capacity analysis for the Carlton location was performed under the <br />existing configuration as well as under the revised configuration of the highway realignment <br />project for the year 2003. <br />\J <br />As with the Ironclad access, existing access point traffic was used as a starting point. <br />Additional vehicle trips associated with employment and operational growth were added to <br />yield total access traffic. Background traffic on the intersecting roads was estimated at 10% <br />of the projected daily volume, and assigned using the observed directional distribution for <br />background traffic at each location. To estimate future traffic under the changed highway, the directional <br />distribution of observed trips was utilized as an indicator to re-distribute the traffic under <br />proposed roadway conditions. Additional employment trips were assigned based on <br />expected locations of residence and truck trips were added for expanded operations. <br />Background traffic volume was assumed to be 10% of the daily volume and was assigned <br />exclusively as through trips on the relocated Highway 67.
