west along County Road 335 to the New Castle ramp to Interstate 70 <br />(appr. 1.6 miles). The trucks will then travel for 18 miles in a <br />westerly direction on Interstate 70 to the West Rifle exit, under <br />the Interstate to a Frontage Road, parallel to the Interstate, and <br />travel 1.5 miles west on this Frontage Road to the loading site. <br />4.2.1 Loading Methods and Equipment <br />NCIG intends to use a stationary conveyor system to load railcars <br />directly from the coal stockpile. A conveyor will be located so as <br />to transport coal from the pile to the cars as they are moved past <br />the loading point, either by gravity, winch, or small switching <br />engine. A relatively small front-end loader will be required to <br />move or dump coal from the pile to the conveyor hopper, located at <br />the edge of the pile (Figures 9.2-1 and 4.2-2). As the railcars <br />are filled and moved down the tracks, an A-frame built over the <br />tracks will shape and flatten the coal within each car. Continuing <br />• down the tracks, the coal in each car will be sprayed with latex to <br />minimize loss of coal dust during transport. <br />4.2.2 Roads <br />Access to the loading facility is by public interstate and highway, <br />as shown in Figure 4.2-1. The loading facility is completely <br />covered by approximately 10 inches of gravel and therefore, <br />additional roads will not be necessary. The 10 inches of gravel <br />are composed of 6 inches of pit run material and 9 inches of <br />crushed gravel. NCIG does not anticipate any road construction or <br />modifications within the Load Out Permit Area.
