4.0 OPERATION AND RECLAMATION PLANS <br />• <br />4.1 Objectives and Background <br />The objectives of this section are to ensure that all agencies are <br />provided with comprehensive and reliable information on the load <br />out facility, and to ensure that those operations are conducted in <br />compliance with all applicable Rules and Regulations of the <br />Colorado Mined Land Reclamation Division, the Colorado Surface Coal <br />Mining Reclamation Act, the Mine Safety and Health Administration, <br />Garfield County Special Use Permit and other appropriate Federal, <br />State and Local Authorities. <br />NCIG Financial, Inc.'s proposed coal loading facility is to be <br />located at the Clough Industrial Park, Lacy, Colorado (Figure 3.1- <br />1). NCIG has leased an existing load out facility from the Denver <br />& Rio Grande Railroad (D&RG) and intends to make some modifications <br />• to the facility for the loading of coal. This Section of the <br />permit revision provides details regarding the design, operation, <br />and reclamation of this facility. <br />4.2 General Operation Plan - Life of Operations and Five-Year <br />Permit Period <br />NCIG intends to load coal into railcars from within the Load Out <br />Permit area during the entire life of operations at this facility. <br />The approximate shipping capacities will be directly related to the <br />actual mining production rates. An estimate of future mine <br />production rates are provided in Section 4.0 in the Permit C-84- <br />065, 1990 Permit Revision. <br />The transport of coal from the mine site to the loading facility <br />will be by truck.
