u <br />design for alternative reclamation, in preparation for actual implementation of <br />reclamation measures by Castle Concrete Company. <br />Assuming broad agreement to the general recommendations and <br />concepts set forth in this document, the following steps are recommended for <br />joint approval by the Colorado Division of Natural Resources, EI Paso <br />County/Colorado Springs Mining Reclamation Advisory Committee, and Castle <br />Concrete Company: <br />1. Refine post reclamation land-use(s) sensitive to visual compatibility <br />concerns. <br />2. Develop engineering and site-specific designs for additional <br />reclamation at the Pikeview, the Queens Canyon and Snyder <br />quarries; <br />3. Prepare cost estimates for all additional reclamation measures; <br />• <br />4. Set forth a proposed timetable for implementation; <br />5. Set forth the procedure for Castle Concrete Company to submit <br />enhanced reclamation proposals as technical revisions under the <br />Mined Land Reclamation Act; <br />6. Develop a strategy for funding the additional reclamation costs from <br />commercial, public, private and non-profit sources, and develop a <br />process for contracting additional reclamation. <br />III. RECLAMATION GUIDELINES (General) <br />These guidelines are drawn from: <br />* The report and recommendations of the Mountain Scar Commission <br />appointed by Governor Romer in X989; <br />* The experience of Castle Concrete Company at the subject quarries <br />over the past 20 years and the experience of its consulting <br />reclamation expert, and <br />C~ <br />* The experience of the specialists and experts at the Mined Land <br />Reclamation Division. <br />-3- <br />
