case. Local government is currently without specific authority to require Castle <br />Concrete Company to reclaim existing quarries to a particular visibility standard. <br />II. PLIRPOSE <br />The primary purpose of this document is to set forth general <br />recommendations and concepts for additional reclamation at the Queens <br />Canyon, I'ikeview and Snyder quarries, above state permit reclamation <br />requirements. The recommendations and concepts set forth below are joint <br />proposal:; of the Colorado Department of Natural Resources, County fCity Mining <br />Reclamation Advisory Committee, and Castle Concrete Company. It is the desire <br />of all parties to use this document as a foundation leading to further review, <br />refinement and detailing of an enhanced reclamation plan which will more • <br />adequately address visibility concerns. <br />A second purpose of this document is to foster a climate of <br />cooperation and coordination that will insure effective reclamation and <br />improvement of visual quality at these sites in a reasonably timely manner. This• <br />climate of cooperation and coordination is premised upon an economically <br />competitive and non-discriminatory environment conducive to concurrent mining <br />and reclamation. It is anticipated that acceptance and implementation of these <br />recommendations and concepts will not impede otherwise normal release of <br />performance surety or expand liability for unintended consequences of additional <br />reclamation. If approved and supported by adequate funding, the general <br />recommendations and concepts will be developed into detailed engineering and <br />-2- <br />
