<br />CHARTER FOR ADDITIONAL RECLAMATION <br />AT CASTLE CONCRETE COMPANY (]UARRIES <br />INTRODUCTION <br />The following paragraphs set forth general recommendations and <br />concepts to be used for additional reclamation at the Queen's Canyon Quarry, <br />the Pikeview Quarry, and Snyder Quarry, in EI Paso County, Colorado. Please <br />be aware that only general guidelines and concepts are presented herein, with <br />emphasis on the broad issues of additional reclamation alternatives. <br />The Pikeview Quarry, about five miles north of Colorado Springs at <br />the Southern Edge of the Air Force Academy, is visible to thousands of persons <br />each day as they drive along I-25. Similarly, the Queens Canyon quarry, and <br />• Snyder quarry are visible from different points in the vicinity of Colorado Springs. <br />All of these visibly detract from an attractive mountain landscape. Although <br />Colorado law requires reclamation of quarries, the law does not specifically <br />address aesthetic or visibility aspects of mining or reclamation. Castle Concrete <br />Company, which owns and operates the Queens Canyon, Pikeview, and Snyder <br />qu~~rries, has state-approved reclamation plans for each quarry which are <br />designed to result in reclamation consistent with the requirements of state law. <br />The existing reclamation plan will only partially alleviate the visibility problem at <br />the Queens Canyon, Pikeview and Snyder quarries. <br />Visual compatibility and aesthetic issues associated with mine <br />reclamation are not currently controlled by local land use or zoning law in this <br />
